Motion carried. <br /> <br />INTERLOCAL AGREEMENT REGARDING SUPERCELL: Grand Island Parks and <br />Recreation Director Steve Paustian appeared before the board. <br />Paustian said the city obtained the legal description and took <br />ownership from the State of Nebraska last month. He said the <br />City of Grand Island will own this site and be responsible for <br />it. Paustian said this is a one-time $38,400 contribution from <br />Hall County. The issue was discussed. Deputy County Attorney <br />Jerom Janulewicz answered questions regarding liability. <br />Janulewicz said this agreement places the responsibility and <br />liability for operations and maintenance of the supercell with <br />the City of Grand Island. The issue was discussed. Rosenkotter <br />moved and Abernethy seconded the motion that the inter local <br />agreement regarding the supercell be approved, that the $38,400 <br />paid for out of the Miscellaneous General Budget, and that the <br />Chair be authorized to sign it. The issue was discussed. Stelk, <br />Leslie, Abernethy, and Rosenkotter voted yes, and Quandt, Landis, <br />and Hartman voted no. Motion carried. <br /> <br />RESOLUTION REGARDING JOINT PURCHASING: The issue was discussed. <br />Landis asked that documentation be provided to the board every <br />time joint purchases are made to show what was purchased, the <br />'amount paid, and the previously paid price. The issue was <br />discussed. Don Bauer of 2528 West John Street in Grand Island <br />appeared before the board. Bower said he has worked with <br />governmental agencies for 30 years and thinks county government <br />is the most representative and easiest for the taxpayer to talk <br />to so this change shouldn't be made. The issue was discussed. <br />Janulewicz explained the proposed resolution and the County <br />Purchasing Act. Rosenkotter moved and Abernethy seconded the <br />motion to approve Resolution #96-0011. The issue was discussed. <br />Landis asked that a committee be formed to meet every other month <br />with appointed and elected officials regarding purchasing. Stelk <br />said she'll appoint a four-member committee next Tuesday. The <br />issue was discussed. Leslie proposed including incentive <br />budgeting in the process. The issue was discussed. Quandt moved <br />and Hartman seconded the motion to table this issue until budget <br />time. The issue was discussed. Quandt and Hartman voted yes, <br />Stelk, Leslie, Abernethy, and Rosenkotter voted no, and Landis <br />abstained. Motion failed. On the original motion, Landis, <br />Stelk, Leslie, Abernethy, and Rosenkotter voted yes, and Quandt <br />and Hartman voted no.
