<br />--.! <br /> <br />:-96~ tJf~ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, MARCH 12, 1996 <br /> <br />The Hall County Board of Supervisors met March 12 at 9:00 a.m. <br />from adjourned session and by published call in the County Board <br />Meeting Room, Administration Building, 121 South pine Street, <br />Grand Island, Nebraska. <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie <br />Stelk. <br /> <br />INVOCATION: The invocation was given by Reverend Richard Bacon <br />of the First Christian Church. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on Roll Call were Irene Abernethy, Richard <br />Hartman, Margaret Landis, Robert Leslie, Gary Quandt, Judy <br />Rosenkotter, and Tammie Stelk. <br /> <br />MINUTES OF FEBRUARY 6 STUDY SESSION: Abernethy moved and <br />Rosenkotter seconded the motion to accept the minutes as mailed. <br />Stelk asked that the reference to the environmental impact study <br />starting July 1994 be changed to July 1992. The issue was <br />discussed. Abernethy amended the motion and Rosenkotter seconded <br />the amendment to make this correction. Quandt, Landis, Hartman, <br />Stelk, Leslie, Abernethy, and Rosenkotter voted yes and none <br />voted no. Motion carried. <br /> <br />MINUTES OF MARCH 5 MEETING: Rosenkotter moved and Abernethy <br />seconded the motion to accept the minutes as written. Quandt, <br />Landis, Hartman, Stelk, Leslie, Abernethy, and Rosenkotter voted <br />yes and none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY: <br />AGREEMENT WITH E.A. REGARDING THE ENVIRONMENTAL IMPACT STUDY: <br />Hall County Public Works Director Dan Hostler and E.A. <br />Engineering Representative Amy Zlotsky appeared before the board. <br />Hostler said the board members have received the letter from E.A. <br />asking for $22,969.50 to complete this study. Rosenkotter moved <br />and Abernethy seconded the motion to approve the agreement with <br />E.A. Engineering for the environmental impact study with the <br />money to come from the Roads Budget and authorize the chair to <br />sign it. The issue was discussed. Zlotsky said there was a <br />delay because issues were identified which had to be addressed <br />and it took the county this long to address them. She said there <br />should be nothing left that's unresolved and there shouldn't be <br />any changes. Zlotsky said she has provided the board with <br />monthly progress reports showing how the money was spent. The <br />issue was discussed. Rosenkotter moved and Abernethy seconded <br />the motion to call for the question. Landis, Stelk, Leslie, <br />Abernethy, and Rosenkotter voted yes, and Quandt and Hartman <br />voted no.
