She said she hopes the members can <br />start working together as a board. Stelk said this has been a <br />hard issue for everyone on the board. Hartman said the battle <br />may be over but the war isn't because land must be condemned. <br /> <br />NEW BUSINESS: Quandt said the board members should g~ to school <br />to learn about Roberts Rules of Order. <br /> <br />The meeting was recessed at 11:09 a.m. until 7:00 p.m. for the <br />public hearing on the one and six year road program. <br /> <br />7:00 P.M. ONE AND SIX YEAR ROAD PROGRAM: Rosenkotter made a <br />motion which was seconded by Leslie to open the public hearing on <br />the one and six year road program. Landis, Hartman, Stelk, <br />Leslie, Abernethy, and Rosenkotter voted yes, and Quandt was <br />absent. Motion carried. <br /> <br />7:02 p.m. Quandt arrived. <br /> <br />Hostler explained the projects included in the one-year road <br />program. He said this plan includes eight bridges, one box <br />culvert, one culvert, four miles of asphalt, and two privately <br />funded projects. Hostler said the plan calls for $494,000 in <br />county road funds and $300,000 in keno funds which is the same as <br />last year. The issue was discussed. <br /> <br />John Brickner of 2504 Northwest Avenue in Grand Island said he is <br />the principal at 1R School and spoke in favor of spending keno <br />money for 1R Road. Road conditions and car counts were <br />discussed. Hostler qualified that the car count was done in 1993 <br />by the State Roads Department. <br /> <br />John Amick of Doniphan spoke in support of paving Hilltop and <br />
