Landis <br />made a motion which was seconded by Abernethy to refer the bids <br />to the Public Works Committee and Director. Quandt, Landis, <br />Hartman, Stelk, Leslie, Abernethy, and Rosenkotter voted yes and <br />none voted no. Motion carried. <br /> <br />'t' . <br /> <br />10:15 a.m. Break <br /> <br />10:23 a.m. Meeting resumed with Quandt, Landis, Stelk, Leslie, <br />Abernethy, and Rosenkotter present. Janulewicz reported on the <br />question regarding Roberts Rules of Order. He said the motion to <br />rescind must be made by a person who voted on the prevailing side <br />of the original motion. Janulewicz said it appears the original <br />motion to reconsider the prior action was null because the person <br />who made the motion wasn't on the winning side of the prior <br />action. He said there was no valid motion to second so the Board <br />can't proceed with that motion or call for the question on it. <br />Hartman returned at 10:24 a.m. <br /> <br />(CONTINUED)CONSERVATION EASEMENT AND ZONING OVERLAY: The issue <br />was further discussed. Denzel Busick explained the conservation <br />easement statute. There was discussion on the proposed <br />interlocal agreement. <br /> <br />Hostler answered questions regarding the funding reimbursement <br />for the environmental impact statement. Busick answered <br />questions regarding similar easements at other interchanges. <br /> <br />Quandt made a motion which was not seconded to place this issue <br />on the agenda in two weeks (February 27). Rosenkotter said'the <br />Board members have had the proposal for at least two weeks. <br /> <br />Landis proposed putting the issue to a vote by the entire county <br />on the primary ballot at no cost and said the question must be to <br />the Election Commission by March 1. Th~ issue was discussed. <br /> <br />Rosenkotter made a motion which was seconded by Abernethy to <br />place the interlocal agreement on the agenda for February 20. <br />The issue was discussed. Quandt and Hartman voted no and Landis, <br />Stelk, Leslie, Abernethy, and Rosenkotter voted yes. Motion <br />carried. Hartman left the meeting. <br />
