What Mr. <br />Janulewicz did find out while checking information on the <br />Internet, is that to administer Community Grant Block Funds from <br />the Nebraska Community Block Program, the government entities <br />must have a Certified Grant Administrator to administer these <br />funds. Roughly what that means is that the administrator would <br />need to go to a training seminar. Following further discussion, <br />the County Attorney informed the Board that they are under a very <br />tight time frame. Mr. Janulewicz agreed to make a few phone calls <br />and get back to the Board with additional information. <br /> <br />AUTHORIZATION OF CHAIRMAN TO SIGN CERTIFICATION TO BOARD OF <br />PUBLIC ROADS: It was moved by Abernethy and seconded by Hartman <br />that Chairman Long sign the certification. Abernethy, Hartman, <br />Lancaster Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />RECORD PRESERVATION FOR COUNTY OFFICES: Jean Fisher, Hall County <br />Register of Deeds, met with the Board. She provided informative <br />information regarding the protection and recovery of documents in <br />the event of a disaster. It was her recommendation that the <br />County originate such a program now and not after the fact if <br />such an instance would occur. <br /> <br />9:55 a.m. Break <br /> <br />10:00 a.m. Returned to session <br /> <br />Motion was made by Stelk, seconded by Landis, to go into Public <br />Hearing concerning vacating part of the public roadway. <br />Abernethy, Hartman, Lancaster Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />PUBLIC HEARING TO VACATE A PART OF 60TH ROAD: Attorney Robert <br />Parker of Hastings, and his client and applicant Kenneth Winfrey <br />requested vacating a part of 60th Road known as the last 2,100 <br />feet of 60th Road running to the north from Platte River Drive <br />and ending at the south bank of the Platte River. Mr. Parker <br />showed various photos and explained that there had been low to no <br />maintenance of the road (wetlands) for sometime. Hartman made a <br />motion to close the public hearing, and it was seconded by Stelk. <br />Abernethy, Hartman, Lancaster Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. Hartman made the <br />motion to approve the closing of the vacated part of 60th Road as <br />requested, and Lancaster seconded the motion. Abernethy, <br />Hartman, Lancaster Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Motion carried. <br /> <br />DISCUSSION ON JUVENILE NEEDS ASSESSMENT: Abernethy informed the <br />Board that Jeff Golden will be here for a meeting on October 9, <br />1997, at 7:00 p.m. with the Board of Supervisors. Invitations <br />will be sent to various persons, as well as the advertisement of <br />the public meeting. The meeting will be chaired by Chairman <br />Long, as recommended by Lancaster. <br />
