<br />HOWARD MAXON - REGARDING DRAFT FOR WARNING SYSTEM: Howard Maxon,
<br />Emergency Management Director, presented the board members with a
<br />draft for the warning systems in Hall County. Hall County has 38
<br />sirens at this time. In past years the Federal government would
<br />fund additional sirens at 50% but this funding is no longer
<br />available and with new technology the sirens may be out-dated.
<br />After the 1980 tornado Hall County's sirens were brought up to
<br />date. Maxon informed the board that new televisions may have a
<br />chip that will alert you of warnings. He prepared this draft
<br />with the intention of receiving direction from the board. The
<br />currant sirens could be maintained but he would like to also
<br />encourage new technology. Weather alert radios are available at
<br />a cost of $29.00, there are also new radios that will sound
<br />alerts for Hall County only. Hartman felt the radios needed to
<br />be more affordable and the currant system should be retained.
<br />Landis stated she appreciates the currant system. Quandt also
<br />stated the currant system is important to the community.
<br />Lancaster stated it is important to educate the people and make
<br />them responsible.

<br />JEAN FISHER NOTICE OF RETIREMENT TO COUNTY BOARD: Jean Fisher,
<br />Register of Deeds, read her letter of resignation to the board.
<br />October 30, 1997, will be her last day after 23 years as register
<br />of deeds. She urged the board to consider appointing Janis
<br />Roberts to complete her term and to make an appointment as soon
<br />as possible. Landis made a motion and Lancaster seconded to
<br />accept, regretfully, the resignation of Jean Fisher. Abernethy,
<br />Hartman, Lancaster, Landis, Long and Quandt all voted yes and
<br />none voted no, with Stelk absent. Motion carried. The personnel
<br />committee will review this and come back with a recommendation
<br />next week.

<br />PUBLIC WORK COMMITTEE REPORT TO ACCEPT BIDS FOR MAINTENANCE
<br />OVERLAY PROJECTS: The committee report was read to accept the
<br />bids on Tuesday, September 30, 1997, at 10:00 a.m. for the 1997
<br />maintenance overlay projects. Landis made a motion and Hartman
<br />seconded to accept the recommendation and set September 30, 1997,
<br />at 10:00 a.m. for the bid opening. Abernethy, Hartman,
<br />Lancaster, Landis, Long and Quandt all voted yes and none voted
<br />no, with Stelk absent, Motion carried

<br />APPROVE FINAL PLAT FOR PACKER SUBDIVISION: Dave Barber, Regional
<br />Planning Director, stated the Regional Planning Commission
<br />recommended to approve. Hartman made a motion and Quandt
<br />seconded to approve the final plate for Packer subdivision.
<br />Abernethy, Hartman, Lancaster, Landis, Long and Quandt all voted
<br />yes and none voted no, with Stelk absent. Motion carried.

<br />APPROVE REZONING CASE C-20-97GI: The Regional Planning Commission
<br />held a public hearing September 3, to consider this and
<br />recommended to approve the rezoning. This would change the
<br />zoning from M1 Light Manufacturing to B2 General Business zone.
<br />Landis made a motion and Lancaster seconded to approve the
<br />rezoning case C-20-97GI to B2 General Business. Abernethy,
<br />Hartman, Lancaster, Landis, Long and Quandt all voted yes and
<br />none voted no, with Stelk absent. Motion carried.

<br />SET DATE AND TIME FOR PUBLIC HEARING FOR AMENDMENT TO HALL COUNTY
<br />COMPREHENSIVE DEVELOPMENT PLAN REZONING CASE C-22-97HC: The
<br />Regional Planning Commission held a public hearing September 3,
<br />and recommended that an amendment be made to the Hall County
<br />Comprehensive Development Plan. Lancaster made a motion and
<br />Quandt seconded to set the public hearing for the amendment to
<br />the Hall County Comprehensive Development Plan for September 23,
<br />1997, at 10:30 a.m. Abernethy, Hartman, Lancaster, Landis, Long
<br />and Quandt all voted yes and none voted no, with Stelk absent.
<br />Motion carried.

<br />DISCUSSION ON BUILDING PERMITS FOR ED STOLTENBERG AND DON HALLER:
<br />Mr. Stoltenberg wants to start an irrigation business but the
<br />property is zoned agricultural. If he would place the business
<br />on his home site he would be able to do this under the home
<br />occupation clause. The building request for Don Haller was denied
<br />and he was told the abstracts would need to be change to allow
<br />the building of a home. The conditional use committee will meet
<br />at 2:30 p.m., September 9, with Max Boerson, Jerry Janulewicz and
<br />Dave Barber to discuss the items for Ed Stoltenberg and Don
<br />Haller.
