<br />9J/-' ;}JS <br /> <br />TAX CORRECTION NOTICES: Jan Pelland, County Assessor, presented <br />tax correction notices #1681 to #1720. Quandt made a motion and <br />Stelk seconded to authorize the Chair to initial tax correction <br />notices #1681 to #1720. Abernethy, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no, with Hartman and Lancaster <br />absent. Motion carried. <br /> <br />PUBLIC PARTICIPATION: Neil Kelly wanted to comment on the rifle <br />range at the Cornhusker Army Ammunition Plant. He stated that if <br />this range were built it would bring money to Hall County because <br />this type of range is not common and would be of interest to the <br />people who shoot the black powder guns. Landis stated she has <br />contacted the army and they have a concern with the lead <br />contamination of the soil. Kelly stated that the gun clubs have <br />strict rules and encouraged support for a project like this. <br /> <br />10:00 A.M. PUBLIC HEARING HALL COUNTY BUDGET: Chairman Long <br />opened the public hearing on the 1997-1998 county budget. <br />Brad Fegley, with McDermott and Miller, stated a copy of the <br />county budget was published and recommended that the public <br />hearing should remain open until next week so corrections on <br />dates and amounts could be republished. The valuation for Hall <br />'County should be ready this week. The levy will remain the <br />same as last year. <br /> <br />Chairman Long called for public participation. Lauri Shultis, <br />executive director of the Crisis Center requested to speak. <br />She stated that the funds she received from her keno application <br />were reduced from $12,000.00 to $5,000.00. The funds she <br />received from Hall County were used to serve clients. This r <br />will mean cutting money for child care and locks for a clients <br />home. Lauri stated that she felt her funding should remain <br />in the general fund and not be included in the keno funding. <br />rhis program saves lives. <br /> <br />priscilla Pecas, executive director CASA program, stated she <br />wanted and opportunity to answer any questions the board may <br />have. She stated that 130 children are in the juvenile diversion <br />program which results in direct savings in court costs. Because <br />this program was not funded at the $40,000.00 requested they <br />will have to put a cap on the number of juveniles that they <br />serve. She stated that she receives salary for setting up the <br />policies and procedures for the juvenile diversion program. <br /> <br />Stelk stated that she didn't agree on some of the cuts and she <br />understands the needs of these programs but they have to work <br />together. The public hearing will be continued until next week <br />and the board will vote at that time. <br /> <br />GUN CLUB LOCATION AT CAAP: Doyle Hulme, Gene Watson and Kent <br />Coen requested to give a presentation to the County Board on <br />the possible gun club location. Doyle Hulme, 2829 Brentwood <br />Blvd., and Kent Coen, 2604 South Stuhr Road, requested to provide <br />the County Board with information on the possible site. Because <br />of the South Locust project it will be necessary to move the <br />present location of the gun club. Gene Watson stated he was <br />asked to serve on the committee because of the possibility of <br />using the facility for law enforcement training. Mr. Watson <br />stated that at the present time there is not a training facility <br />for rifles available. Currently the sheriff, state and city <br />use an old World War II facility and this would provide a top <br />class range for law enforcement training. He stated there is <br />a need to train for armed entry and urged the board to review <br />this concept. Mr. Coen distributed information to the board <br />members on the location and construction of the site. This <br />would provide pistol and rifle ranges of various lengths, target <br />and skeet shooting and also a camping facility. The facility <br />wouldbe asel~Bupporting enterprise and a good opportunity to <br />use some of the buildings located at the plant.
