<br />91 ?' /~3 <br /> <br />RES 0 L UTI 0 N .:if Q7-0{)O 36 <br /> <br />WHEREAS, emergency management and emergency planning are required <br />by law and are in place to provide for the mitigation, planning, response and <br />recovery to natural and man-made emergencies and disasters that affect the United <br />States on a continuing basis; and <br /> <br />WHEREAS, amateur (ham) radio is a critical component of emergency <br />management at the local, state and federal levels through the nationally coordinated <br />programs of Amateur Radio Emergency Services (ARES) and Radio Amateur Civil <br />Emergency Services (RACES), the latter being a federal government coordinated <br />program; and <br /> <br />WHEREAS, amateur radio has developed into a national communications <br />system independent of wire lines or other disruptable paths; and <br /> <br />WHEREAS, amateur radio operators own and operate their own <br />equipment and provide a great deal of emergency and community service at no cost <br />to the government be it local, state or federal; and <br /> <br />WHEREAS, for the federal government to develop and establish a <br />government communications system nationwide with similar capabilities would slow <br />the efforts to reduce the national deficit by resulting in substantial expenditures; <br />and <br /> <br />WHEREAS, in 1980, amateur radio and amateur radio operators (hams) <br />re-established a vital communications link between local government in Grand <br />Island/Hall County and state government in Lincoln in the aftermath of the <br />devastating tornado disaster during which all other services were interrupted; and <br /> <br /> <br />WHEREAS, amateur radio has continually demonstrated emergency <br />communication capabilities and flexibility beyond the capability of any other <br />communication services, local, state or federal; and <br /> <br />WHEREAS, the federal government is proposing a process that would <br />severely disrupt the amateur radio service frequency and band organization by the <br />taking away of frequency spectrum. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY BOARD OF <br />SUPERVISORS, HALL COUNTY, NEBRASKA THAT: <br /> <br />1. The County does hereby recognize amateur (ham) radio as a vital, <br />irreplaceable component of national, state and local emergency <br />management. <br /> <br />2.
