<br />11 ~ /~'1 <br /> <br />JASON CLANCY DISCUSSION ON RAILROAD GRADE CROSSING SAFTY: Jason <br />Clancy, with NIRMA, explained the importance of developing a good <br />site and signing program for railroad crossings. The Public Works <br />Director should do a yearly signing audit. The site distance audit <br />regulations and all laws that apply to railroad safty are in one <br />manuel. Mr. Clancy left a video tape and the manuel with the 6hair <br />to be distributed to the Public Works Department. <br /> <br />Jack Barnard, 2120 Sherwood Road, Grand Island, spoke to the board <br />on the amateur radio resolution. He stated that there are proposals <br />to sell ~ff radio spectrum, and this would be determental to amateur <br />radio operators. He thanked the board for their support. <br /> <br />EXECUTIVE SESSION REGARDING PERSONNEL: The executive session will be <br />regarding the evaluation for board secretary Lisa Hagen and <br />discussion on hiring private counsel for the claims from the former <br />sheriff. Lancaster made a motion and Quandt seconded to hold <br />executive session. Abernethy, Lancaster, Landis, Long and Stelk all <br />voted yes and Quandt voted no. Motion carried. <br /> <br />Executive session 9:40 a.m. <br /> <br />10:50 a.m. Quandt made a motion and Abernethy seconded to go out of <br />executive session. Abernethy, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />Break 10:50 a.m. <br /> <br />Returned to session 11:55 a.m. <br /> <br />Stelk made a motion and Quandt seconded to give Lisa Hagen, board <br />secretary, a $500.00 raise. Abernethy, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Stelk made a motion to authorize payment of the claim for Ron Lahners <br />from the Justice System Budget. Motion was withdrawn because it was <br />not necessary to make a motion for this item. <br /> <br />Stelk made a motion and Quandt seconded to authorize Chairman Huey <br />Long to contact an outside attorney for legal counsel. Abernethy, <br />Lancqster, Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />APPROVE FINAL PLAT FOR VANBIBBER SUBDIVISON: Dave Barber, with the <br />Regional Planning Commission, recommended approval of the plat. <br />Stelk made a motion and Landis seconded to approve and sign the <br />plat for Vanbibber Subdivision. Abernethy, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion carried. <br /> <br />FINAL PLAT FOR TWIN LAKES SECOND SUBDIVISION: Dan Hostler, Public <br />Works Director,had recommended that the owners should address the <br />drainage for this subdivision, but Mr. Keith Sinor, the attorney <br />for the owners, stated that the new plat does not address this <br />problem. Instead, they have divided the lots into 11,10, and 9 <br />acre parcels allowing for additional right-of-way. Dan Hostler <br />agreed with this proposal. Landis made a motion and Stelk seconded <br />to approve Twin Lakes Second Subdivision. Abernethy, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />APPROVE APPOINTMENT OF BRUCE DART AS HEALTH DIRECTOR: Lancaster made <br />a motion and Quandt seconded to approve the appointment of Bruce Dart <br />as the health director. Abernethy, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. Stelk <br />stated that Mr. Dart will start on June 9 and accepted the starting <br />salary of $45,000.00. <br /> <br />ABERNETHY RECOMMENDATION ON AGENCIES REPORTS: Abernethy stated she <br />will wait with this report until all the surveys are in. <br /> <br />COUNTY TREASURER'S MISCELLANEOUS RECEIPTS, OFFICE REPORTS AND <br />COMMUNICATIONS: Stelk made a motion and Landis seconded to accept <br />and place on file the County Treasurer's Miscellaneous receipts, <br />office reports and communications.
