Cj7~-137 KENO FUND APPLICATION: Rus Johnson, manager of the Hall County Airport and Roy Anderson with the Hall County Airport Authority Board spoke to the board on the improvements that have been made to the airport. The County Board will review the keno applications after May 31. DAVE BARBER QUARTERLY REPORT: Dave Barber, Regional Planning Director presented copies of his report to the board members. He stated his office has updated the Hall County Zoning Regulations manuel. Mr. Barber was thanked for his report. Stelk made a motion and Landis seconded to place the quarterly report from Dave Barber on file. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried." EXECUTIVE SESSION: Mark Young, attorney for the Family Violence Coalition, stated that they objected to the executive session on behalf of the Coalition. Janulewicz stated that an executive session can be held for the protection of public interest or for the protection of an individual. Mr. Young stated that the Family Violence Coalition is not interested in another investigation and is satisfied with the results. He suggested that the new sheriff could do an internal investigation. Discussion was held. The board would like a report from Mr. Lahners. Hartman made a motion and Lancaster seconded to contact Mr. Lahners and have him make a report to the County Board in executive session. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Break 10:15 a.m. Returned to session 10:25 a.m. Chairman Long stated that the executive session failed for lack of a motion and second. APPOINTMENT OF SHERIFF POSITION: Quandt made a motion and Hartman seconded to put off the appointment of a sheriff until the board receives a report from Ron Lahners. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. MAINTENANCE AGREEMENT WILDROSE RANCH: Dan Hostler stated that this is a renewal agreement with Wildrose Ranch. Hartman made a motion and Landis seconded to approve the maintenance agreement with Wildrose Ranch. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. ROAD DEPARTMENT QUARTERLY REPORT: Dan Hostler, Public Works Director, presented copies of his quarterly report to the board members and answered questions. Stelk made a motion and Abernethy seconded to accept and place on file the second -quarter report from the Hall County Highway Department. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. UPDATE ON SAND BAG PROCEEDURE: Howard Maxon stated he received information on a federal surplus of sand bags that can be purchased for 10~ each. Maxon stated he felt he had an adequate supply but these could be sold for private use. Hartman made a motion and Stelk seconded to purchase 10,000 sand bags and charge the Road Department budget. Discussion was held on clarifying the policy regarding private use. Hartman withdrew his motion and Stelk withdrew her second. Mr. Maxon will bring an updated policy to the board April 29. Lancaster made a motion and Hartman seconded to purchase 20,000 sand bags and charge the Road Department budget. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. ACCEPT RESIGNATION FROM MR. BREMER HALL COUNTY HOUSING AUTHORITY: Landis made a motion and Quandt seconded to accept the resignation from Mr. Bremer and send a letter thanking him for his services. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Lisa will submit a list of applicants from the Bank of Volunteers when the application period is closed.
