Landis questioned if Hall County is able <br />to use this center. Ellen Totzke, County Attorney, stated that <br />Hall County has been able to use the Lincoln Center and the Jail <br />Standards Boardhas some concerns about the Wayne center so Hall <br />County may need to use the Lincoln Center. Abernethy made a motion <br />and Landis seconded to sign the agreement with Lancaster County <br />Attention Center for Youth. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />Ellen Totzke, County Attorney, has received grant money through <br />a High Intensity Drug Trafficking Area Grant. These funds can be <br />used to fully fund an attorney to prosecute drug cases. The attorney <br />would be cross d8putized as a county attorney and a United States <br />attorney. She stated this position would exsist as long as the funds <br />are available. Totzke is requesting permission from the County Board <br />to hire an additional attorney. Quandt made a motion and Abernethy <br />seconded to approve the hiring of an additional attorney. Discussion <br />was held on the costs involved in the defense for these people. <br />The vote on the motion to approve the hiring of another attorney <br />was taken. Abernethy,Hartman, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />PUBLIC PARTICIPATION: Jamie Watch spoke to the board on a piece <br />of property she owns and requested an adjustment on the 1995 property <br />tax she paid. The property is in bad condition and she provided <br />pictures for the board to see. Ms. Watch was advised the board <br />could not take any action and was referred to County Assessor <br />and Jerry Janulewicz. They will need to review this matter. <br /> <br />Lloyd Gangwish presented two petitions to the board. In the petitions <br />the residents are requesting the bridge of BoxElder Creek, three- <br />quarters of a mile North of Highway 30 on Wiseman Roa~ be replaced <br />and the road be black topped for two miles. Dan Hostler, Public <br />Works Directo~ has talked to Buffalo County Public Works Director <br />on this. Half of the funds would come from Buffalo County. <br />Hartman made a motion and Stelk seconded to receive the petitions <br />and place on file. Abernethy, Hartman, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Richard Hartman is to contact Buffalo county and report to the <br />board. Stelk made a motion and Abernethy seconded to place on the <br />agenda February 25 the matter of the bridge and asphalt on Wiseman <br />Road between Hall and Buffalo County. Motion carried. <br /> <br />Quandt made a motion and Stelk seconded to hold claim number 97010189 <br />to Father Flanagan's Boys' Home for $430.00 and claim number 97010345 <br />to Scottsdale Insurance Company for $3,638.50 held for clarification <br />and refer to the County Attorney. Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />Stelk made a motion and Quandt seconded to hold claim number <br />97010363 for Jim Truell for clarification on the dates of the <br />second and third tier contracts. Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />Stelk made a motion and Quandt seconded to approve all the claims <br />for January, 1997, except the claims held for clarificaiton.
