<br />HALL COUNTY BOARD OF SUPERVISIORS MEETING, JANUARY 28, 1997

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned
<br />session and by published call, in the County Board meeting room,
<br />121 South Pine, Grand Island, Nebraska.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Huey Long.
<br />
<br />INVOCATION: Invocation was given by Rev. Vernon Werner, Calvary
<br />Baptist Church.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard
<br />Hartman, Pamela Lancaster, Margaret Landis, Huey Long, Gary
<br />Quandt and Tammie Stelk.
<br />
<br />PRESENT WERE: Deputy County Attorney Jerom Janulewicz, news media
<br />representatives from Grand Island Independent and KRGI and Daniel
<br />Hostler.
<br />
<br />MINUTES OF THE JANUARY 21 MEETING: Corrections were made. Stelk
<br />made a motion and Abernethy seconded to accept the the minutes as
<br />corrected and place on file. Abernethy, Hartman, Lancaster, Landis,
<br />Long, Quandt and Stelk all voted yes and none voted no. Motion
<br />carried.
<br />
<br />Quandt requested an emergencey executive session regarding personnel
<br />be added to the agenda. Quandt made a motion and Hartman seconded
<br />to add an executive session regarding personnel. Abernethy, Hartman,
<br />Long, Quandt and Stelk all voted yes and Landis and Lancaster voted
<br />n~ motion carried.

<br />Russell Johnson with the Hall County Airport spoke to the board
<br />members on the Commercial Airport of the Year award received by
<br />the Hall County Airport. He stated he wanted to share this news
<br />and thanked the board for their support.
<br />
<br />COUNTY ATTORNEY: Deputy County Attorney Jerom Janulewicz was
<br />present. Janulewicz presented the agreement for the keno sales
<br />outlet from Ronnie Harder D/B/A Cairo Bowl. He stated the
<br />inspections had been done/and although it does not comply with
<br />ADA requirements/this is not required. Janulewicz recommended
<br />to approve the sales outlet and appoint Fonner Keno as the
<br />operator. Hartman made a motion and Stelk seconded to approve
<br />Ronnie Harder D/B/A Cairo Bowl as a sales outlet and appoint
<br />Fonner Keno as the operator. Abernethy, Hartman, Lancaster, Landis,
<br />Long, Quandt and Stelk all voted yes and none voted no. Motion
<br />carried.

<br />
<br />Janulewicz requested an executive session to consider offers to
<br />purchase 239 South Plum. This is a property acquired by a tax
<br />foreclosure sale.
<br />
<br />9:20 a.m. Stelk made a motion and Lancaster seconded to go into
<br />executive session~ Abernethy, Hartman, Lancaster, Landis, Long,
<br />Quandt and Stelk all voted yes and none voted no. Motion carried.

<br />9:35 a.m. Hartman made a motion and Quandt seconded to return to
<br />regular session. Abernethy, Hartman, Lancaster, Landis, Long,
<br />Quandt and Stelk all voted yes and none voted no. Motion carried.
<br />
<br />Home Real Estate Inc. appraised the property located at 239 South
<br />Plum at $36,000.00. Janulewicz recommended to accept the highest
<br />offer of $35,500.00 from Larry and Barb Fowle. Quandt made a
<br />motion and Abernethy seconded to accept the bid from Larry and Barb
<br />Fowle. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and
<br />Stelk all voted yes and none voted no. Motion carried. Mr. Long
<br />will need to sign the purchase agreement.
<br />
<br />The tort claim from John Boord Jr. was received by the board and
<br />referred to our insurance carrier. Janulewicz received information
<br />from Craig Nelson with NACO that the county is not liable for actions
<br />of the Mental Health Board and to deny the tort claim. Quandt made
<br />a motion and Abernethy seconded to deny the tort claim from John
<br />Boord Jr. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and
