<br />INTERLOCAL AGREEMENT FOR KENO LOTTERY:
<br />Attorney Janulewicz spoke in regard to the request from Village Board of
<br />Cairo, expressing interest in establishing a keno satellite location at
<br />the Cairo Bowl in Cairo through an interlocal cooperation agreement with
<br />Hall County. Janulewicz had presented each member a copy of agreement
<br />prior to meeting for them to review. He requested Board to consider and
<br />authorize chair to sign agreement.
<br />Motion by Quandt, seconded by Hartman to adopt the agreement with
<br />Village of Cairo and authorize Chairman to sign agreement. Abernethy,
<br />Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted
<br />no. Motion carried.
<br />
<br />INTERLOCAL COOPERATION AGREEMENT FOR WOOD RIVER/WARM SLOUGH FLOOD CONTROL
<br />PROJECT: Attorney Janulewicz spoke in regard to the revised agreement sent
<br />over from City of Grand Island. Charles Cuypers, City of Grand Island
<br />Attorney, Milt Moravek, Central platte NRD and Dave Barber Regional Planning
<br />Director were present.
<br />Motion by Stelk, seconded by Abernethy, to approve the Interlocal
<br />Agreement on the Wood River/Warm Slough project as presented. Discussion
<br />followed in regard to the maintenance fund item #10. Moravek made comments
<br />and answered questions. Attorney Cuypers spoke in regard to the wording in
<br />the agreement.
<br />Chairman Long made comments in regard to the project.
<br />Question was called for vote on the motion on the floor. Abernethy,
<br />Lancaster, Landis, Long, Quandt and Stelk voted yes, Hartman voted no.
<br />Motion carried on 6 yes, 1 no vote.
<br />Supervisor Landis requested her statement be made part of the minutes:
<br />She supports the project but has reservation about the maintenance part and
<br />this should have been solved before agreement was presented.

<br />Ernie Dobesh, 1407 Stagecoach Road, spoke and expressed appreciation for
<br />the vote on the wood River/Warm Slough project.
<br />
<br />Supervisor Stelk spoke in regard to the joint board to be formed for the
<br />Wood River/Warm Slough project and recommends Mrs. Landis serve on the joint
<br />board as Hall County Board representative.
<br />Motion by Stelk, seconded by Lancaster, to appoint Landis to
<br />the joint board for the Wood River Warm Slough project. Abernethy,
<br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no.

<br />CLAIM FROM OASIS COUNSELING, Norfolk, Nebraska. Attorney Janulewicz gave
<br />verbal opinion on the claim which had been referred to County Attorney for
<br />recommendation. He had talked with Madison County Attorney who stated this
<br />claim should have been paid by Hall County. Janlewicz referred to State
<br />Statute in paying claims submitted that are over 90 days. This service
<br />was provided in September 1995, claim was not submitted to County Clerk's
<br />office until December 1996.
<br />Motion by Quandt, seconded by Stelk to deny payment of claim for
<br />Oasis Counseling due to over 90 days statute. Abernethy, Hartman, Lanc-
<br />aster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />TORT CLAIMS: Claim from Barger & Stark vs Hall County and claim from
<br />Dunbar vs Hall County were referred to. Attorney Janulewicz recommended
<br />tort claims be received and tabled.
<br />Motion by Hartman, seconded by Stelk to receive the two tort claims
<br />and table as recommended. Abernethy, Hartman, Lancaster, Landis, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.

<br />FINAL PLAT: R & R Peters Subdivision (1 lot) located adjacent to and east
<br />of McGuire Road, 3 miles west of Nebraska Highway 11 and 1042 feet south of
<br />Husker Highway.
<br />Regional Planning Director Dave Barber was present and reported the
<br />Planning Commission had approved and recommended the County Board approve
<br />the final plat.

<br />FINAL PLAT: PINE VIEW SUBDIVISION located within the Pioneer Acres Subd-
<br />ivisiion immediately west of Campbell Avenue and east of Buffalo Road in
<br />the SW 2-9-10
<br />Regional Planning Director Dave Barber reported the Planning Commission
<br />at their meeting January 8, 1997 refused the final plat and recommended the
<br />County Board deny the final plat for reasons stated in letter.
<br />Supervisor Quandt requested the people in audience be allowed to speak
<br />in regard to the subdivision before board members vote.
<br />Bill Francis, Attorney, 620 S. Clay, Grand Island spoke,representing
<br />Gerald & Judy Jacobsen, landowners of the property and explained the sub-
<br />division request.
