<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, JANUARY 14, 1997
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board meeting room, 121 South Pine, Grand
<br />Island, Nebraska. This was annual Reorganization meeting.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: Invocation was given by Supervisor Long.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given ln unison.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Pamela Lancaster, Margaret Landis, Huey Long, Gary Quandt and
<br />Tammie Stelk.
<br />
<br />PRESENT WERE: Deputy Attorney Jerom Janulewicz, News media representatives
<br />from Grand Island Independent, KHOL-TV 10/11; KHAS-TV 5
<br />
<br />MINUTES OF JANUARY 7th MEETING: Motion by Quandt, seconded by Hartman to
<br />accept as received the minutes of January 7th meeting. Abernethy, Hartman,
<br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />REORGANIZATION MEETING.
<br />County Clerk, Marjorie Haubold provided the information that Pamela
<br />Lancaster, Board member elected at November 1996 election was sworn into
<br />office on January 9, 1997 by District Judge Livingston.
<br />County Clerk called for nominations for 1997 County Board Chair.
<br />Quandt nominated Abernethy. Abernethy declined the nomination.
<br />Lancaster nominated Long.
<br />No other nominations were made
<br />Motion by Landis, seconded by Abernethy to close nominations and cast
<br />unanimous ballot for Long as 1997 Board Chair.
<br />Supervisor Quandt made comments and requested Executive Session in
<br />regard to personnel before voting for Chair. Comments were made and
<br />question on motion was called for.
<br />Abernethy, Lancaster, Landis and Stelk voted yes, Hartman and Quandt
<br />voted no, Long abstained. Motion carried.
<br />
<br />H. T. "Huey" Long was elected 1997 County Board Chairman. Supervisor Stelk
<br />presented the gavel to Mr. Long.
<br />Long, Chairman of Board presented a plaque to Stelk on behalf of the County
<br />Board for serving as 1996 County Board Chair.
<br />Comments were made by Board Members.
<br />Long made comments in regard to the 1997 Chair and expressed his appreciation
<br />for his election and requested cooperation during the coming year.
<br />
<br />NOMINATIONS FOR VICE CHAIR: County Clerk Haubold called for nominations
<br />for 1997 County Board Vice Chair.
<br />Quandt nominated Abernethy for Vice Chair.
<br />No other nominations were made.
<br />Motion by Quandt, seconded by Stelk to close nominations and elect Abernethy
<br />1997 Vice Chair. Hartman, Lancaster, Landis, Long, Quandt and Stelk voted
<br />yes, none voted no, Abernethy abstained. Motion carried.
<br />Abernethy expressed appreciation for election and will assist Mr Long
<br />and work on board assignments the same as she has in the past.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz was present.
<br />EXECUTIVE SESSION: Motion by Stelk, seconded by Landis to have Executive
<br />Session with Attorney in regard to the Public Safety Center Strategies and
<br />negotiations. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />Colleen O'Neill, Grand Island Independent reporter objected to the
<br />Executive Session as per State Statute 84-1410
<br />
<br />EXECUTIVE SESSION at 9:24 a.m. Returned to regular session at 9:46 a.m.
<br />on motion by Stelk, seconded by Quandt. Abernethy, Hartman, Lancaster,
<br />Landis, Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Motion by Hartman, seconded by Quandt to send letter to Mayor of Grand
<br />Island, City Attorney, City Administrator and all City Council members
<br />in regard to Public Safety Center with County offer of $100,000.00
<br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes,
<br />none voted no. Motion carried.
