<br />Discussion followed and Board members comments.
<br />Motion by Hartman, seconded by Landis to go along with the Regional
<br />Planning Commission recommendation and refuse the final plat. Hartman,
<br />Landis and Quandt voted yes, Abernethy voted no, Lancaster, Long and
<br />Stelk abstained. Motion failed on 3 yes, 1 no and 3 abstained vote.

<br />Discussion on setting a Public Hearing to consider the Final Plat for
<br />pine view Subdivision.
<br />Motion by Stelk, seconded by Quandt to set Public Hearing for January
<br />28, 1997 at 7:00 p.m. in County Board Room, on the pine view Subdivision.
<br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk voted yes,
<br />none voted no. Motion carried.
<br />
<br />John Amick, spoke in regard to comments to Attorney Francis statements.
<br />Residents on Campbell Road and Buffalo Road are concerned and had attended
<br />Regional Planning Commission meeting and the Doniphan School Board meeting.
<br />They will attend the Public Hearing set for January 28th.
<br />
<br />AMENDMENT TO CURRENT HOME OCCUPATION USE REGULATION DEFINITION:
<br />Regional Planning Director Dave Barber spoke. He stated the County Board
<br />needs to set a Public Hearing on the regulations.
<br />Motion by Stelk, seconded by Landis to set Public Hearing for Thursday,
<br />February 6, 1997 at 7:00 p.m. in County Board meeting room to consider the
<br />Home Occupation Use Regulations. Abernethy, Hartman, Lancaster, Landis,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.

<br />Bill Francis returned to meeting and spoke again in regard to the pine
<br />View subdivision. Attorneys Janulewicz and Francis will work out a
<br />subdivision agreement on the pine view subdivision for board to consider.
<br />Motion by Quandt, seconded by Lancaster to refer to Deputy Attorney
<br />to work on agreement for next week's meeting. Abernethy, Hartman, Lanc-
<br />aster, Landis, Long, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.
<br />
<br />NEBRASKA PUBLIC AGENCY INVESTMENT TRUST (NPAIT): Charles Bacon, Investment
<br />Service Manager for NPAIT spoke in regard to Hall County becoming a member
<br />of NPAIT and requested resolution to allow Hall County Treasurer to partici~
<br />pate. They have 37 counties and sever~l other fir~s who participate.
<br />Doris Mason, Hall County Treasurer was present.
<br />Motion by Landis, seconded by Abernethy to allow Ha.ll County to participate
<br />in NPAIT for investments and adopt Resolution #97-0002. Abernethy, Hartman,
<br />Lancaster, Landis, Long and Stelk voted yes, Quandt voted no. Motion
<br />carried.
