g~FJj~6~ PUBLIC WORKS COMMITTEE RECOMMENDATION ON BID OPENING FOR ASPHALT PROJECTS: The following committee report was read: The Hall County Public Works committee recommends that the Hall County Board of Supervisors accept bids on Tuesday, November 10, 1998 at 10:00 a.m. for the following asphalt projects: Projects: S521 (6)-Alda East C40(189)-Alda West C40(157) C40(149) C40(230) Husker Highway-Mile 27G Husker Highway-Mile 27S Engleman Road-Mile IBM Engleman Road-Mile 18N Hansen Road-Mile 1E 2' Overlay 1 Mile 2' Overlay 1 Mile 2' Overlay 1 Mile 2' Overlay 1 Mile 2' Overlay 1/2Mile s/Richard Hartman, Chairman s/Margaret Landis s/Pamela Lancaster s/Gary Quandt s/Daniel Hostler Long made a motion and Quandt seconded to accept and place on file the committee report and to set the bid opening for November 10 at 10:00 a.m. Abernethy, Hartman, Lancaster Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. Discussion was held on a county road in the industrial tract in the city limits that is in need of paving. Hostler stated that this would have to have a paving district established in order to pave this section of road. ACCEPT AND PLACE ON FILE THE QUARTERLY REPORT FROM THE ROAD DEPARTMENT: Abernethy made a motion and Lancaster seconded to accept and place on file the quarterly report from the road department. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. DISCUSS OPINION REGARDING BUDGET ISSUES REGARDING THE WEED DEPARTMENT: Deputy County Attorney Jerry Janulewicz provided a letter to the board members. He explained that LB269 removed the levies for the road and weed funds and the funds for these two departments are raised through the general fund levy, so funds could be transferred. The budget would have to be amended if there was a shortfall. Stelk stated that there needs to be a full-time sprayer and a full-time secretary. Stelk made a motion and Quandt seconded to authorize the Weed Control Board to hire a full-time secretary and a full-time sprayer and provide additional funding if necessary. Hartman stated that the Weed Board stated they did not think it was necessary to have a full time secretary from December 1 to April 1. Deputy County Attorney Jerry Janulewicz stated that the Weed Control Board is an elected board and by state statute the County Board hires the superintendent and the County Board sets a budget for the use of the Weed Control board to hire sufficient staff to do the job. Stelk clarified that the Weed Control Board is authorized if they wish to hire the full-time employees.
