<br />g~FJj~6~ <br /> <br />PUBLIC WORKS COMMITTEE RECOMMENDATION ON BID OPENING FOR ASPHALT <br />PROJECTS: The following committee report was read: <br /> <br />The Hall County Public Works committee recommends that the Hall <br />County Board of Supervisors accept bids on Tuesday, November 10, <br />1998 at 10:00 a.m. for the following asphalt projects: <br /> <br />Projects: <br />S521 (6)-Alda East <br />C40(189)-Alda West <br />C40(157) <br />C40(149) <br />C40(230) <br /> <br />Husker Highway-Mile 27G <br />Husker Highway-Mile 27S <br />Engleman Road-Mile IBM <br />Engleman Road-Mile 18N <br />Hansen Road-Mile 1E <br /> <br />2' Overlay 1 Mile <br />2' Overlay 1 Mile <br />2' Overlay 1 Mile <br />2' Overlay 1 Mile <br />2' Overlay 1/2Mile <br /> <br />s/Richard Hartman, Chairman <br />s/Margaret Landis <br />s/Pamela Lancaster <br />s/Gary Quandt <br />s/Daniel Hostler <br />Long made a motion and Quandt seconded to accept and place on <br />file the committee report and to set the bid opening for November <br />10 at 10:00 a.m. Abernethy, Hartman, Lancaster Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />Discussion was held on a county road in the industrial tract in <br />the city limits that is in need of paving. Hostler stated that <br />this would have to have a paving district established in order to <br />pave this section of road. <br /> <br />ACCEPT AND PLACE ON FILE THE QUARTERLY REPORT FROM THE ROAD <br />DEPARTMENT: Abernethy made a motion and Lancaster seconded to <br />accept and place on file the quarterly report from the road <br />department. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />DISCUSS OPINION REGARDING BUDGET ISSUES REGARDING THE WEED <br />DEPARTMENT: Deputy County Attorney Jerry Janulewicz provided a <br />letter to the board members. He explained that LB269 removed the <br />levies for the road and weed funds and the funds for these two <br />departments are raised through the general fund levy, so funds <br />could be transferred. The budget would have to be amended if <br />there was a shortfall. Stelk stated that there needs to be a <br />full-time sprayer and a full-time secretary. Stelk made a motion <br />and Quandt seconded to authorize the Weed Control Board to hire a <br />full-time secretary and a full-time sprayer and provide <br />additional funding if necessary. Hartman stated that the Weed <br />Board stated they did not think it was necessary to have a full <br />time secretary from December 1 to April 1. Deputy County Attorney <br />Jerry Janulewicz stated that the Weed Control Board is an elected <br />board and by state statute the County Board hires the <br />superintendent and the County Board sets a budget for the use of <br />the Weed Control board to hire sufficient staff to do the job. <br />Stelk clarified that the Weed Control Board is authorized if they <br />wish to hire the full-time employees. <br />
