<br />~~FJS(5sq <br /> <br />Landis made a motion and Lancaster seconded to approve and set <br />the salaries for Ed Saeger, Safety Chairman at a maximum of 20 <br />hours per month with compensation at his hourly rate with time <br />and a half over 40 hours, Dave Arnold and the computer technician <br />at a rate of $500.00 per month and Don Shuda as the ADA <br />coordinator at a rate of $250.00 per month for balance of the <br />fiscal year of 1998 to 1999. Hartman, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and Abernethy voted no. Motion <br />carried. <br /> <br />9:30 A.M. PUBLIC HEARING ON HOG CONFINEMENT: Lancaster made a <br />motion and Quandt seconded to open the public hearing ont he hog <br />confinement. Abernethy, Hartman, Lancaster Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. The <br />region planning commission held a public hearing on October 7 <br />concerning this matter. Tom Baxter commended the regional <br />planning commission on the approach they to handle this matter. <br />He stated that when zoning is changed it can affect agriculture <br />and it is important to keep in mind the importance of agriculture <br />to Grand Island. Regional Planning Director Dave Barber stated <br />he received good input from the animal producers in Hall County <br />and they came to a workable solution. Mr. Barber showed the <br />zoning map that highlighted the areas where the livestock <br />confinements could and could not be located and the areas that <br />would require conditional use permits. Stelk made a motion and <br />Landis seconded to close the public hearing. A~ernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. Deputy county Attorney Jerry <br />Janulewicz stated that he would prepare the resolution regarding <br />this for the November 10 meeting. <br /> <br />DISCUSS AND APPROVE BID SPECIFICATIONS FOR CONVERTING MICROFILM <br />DOCUMENTS TO DIGITAL FORMAT FOR REGISTER OF DEEDS: Jerry stated <br />he needed to obtain more information on this matter in order to be <br />able to establish standards for this project. This matter will be <br />tabled until a later date. <br /> <br />CONSIDER AND ADOPT RESOLUTION REGARDING CLOSING RAIL CROSSINGS: <br />County Clerk Marla Conley was contacted by Dan Rosenthal <br />concerning a resolution for the closing of the railroad crossings <br />on 110th Road, White Cloud Road and Abbott Road. The motion was <br />approved at the September 22 meeting to proceed with the projects <br />and this resolution is necessary to complete the project. Public <br />Works Director Dan Hostler stated that the work has already <br />started and it would cost $40,000.00 per crossing to reopen them. <br />He stated that the site surveys have already been completed by <br />Benjamin & Associates. Mike Panowicz stated that it has caused <br />some problems getting equipment to other fields. They now have <br />to use the highway to move their equipment. Some of the school <br />buses have to back-track in order to make their daily runs. <br />Discussion was held on the possibility of paving Schauppsville <br />Road to help the local residents to move their equipment. Landis <br />made a motion and Lancaster seconded to refer this mater to the <br />public works committee and come back with a recommendation <br />concerning the paving of the two miles of road. A~ernethy, <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Motion carried. <br />
