To the extent that credits are available and at such amounts as approved by the County Board, the Fund shall be utilized for payment of amounts due employees for accrued and unused vacation and/or sick leave as required by the Hall County Personnel Rules and Procedures or, when the employee is a member of a recognized bargaining unit, by the labor agreement for the bargaining unit. 4. Effective January 1, 1999, when an employee is appointed to fill the unexpired term of an elected county official the Fund shall be utilized for payment of the employee's accrued and unused vacation leave and 50% of the accrued and unused sick leave that was accrued prior to the appointment; Provided, however, the Fund may be utilized for payments of such accrued and unused leave of any county official who, on the date of passage of this resolution, is currently filling the remaining term of a previously elected county official and who has not stood for election at a general election for such office.
