q ~ F___Dol\ '7 REVIEW, CONSIDER AND APPROVE REQUEST FOR PROPOSAL FOR SALARY SURVEY: Deputy County Attorney Jerry Janulewicz presented information to the board concerning the salary survey. Lancaster made a motion and Stelk seconded to set the bid opening for the salary survey for November 24, 1998, at 10:00 a.m. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. AUTHORIZE THE CHAIR TO SIGN THE KENO GRANT AGREEMENTS: Abernethy made a motion and Quandt seconded to authorize the chair to sign the keno grant applications. Abernethy, Hartman, Lancaster Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. CONSIDER AND ADOPT RESOLUTION ESTABLISHED SICK/VACATION FUND: This resolution was requested by the audit committee at budget time. Long made a motion and Lancaster seconded to approve resolution #98-0062 established the Hall county sick/vacation leave liability fund. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. RESOLUTION #98- 0 ()~~ A RESOLUTION ESTABLISHING THE HALL COUNTY SICKN ACA TION LEAVE LIABILITY FUND WHEREAS, prior to fiscal year 1998-1999, Hall County did not budget funds for payment of the above-described paid leave liabilities; and WHEREAS, the Hall County Personnel Rules and Procedures Handbook and various labor agreements for offices and departments of the County require the County pay employees for accrued and unused vacation pay when the employee's employment with the County ceases and, a portion of accrued and unused sick leave pay when an employee retires; and WHEREAS, the creation of such a fund for the payment of the above-described liabilities would assist the county and its officers in maintaining stability in budgeting for county employee's or county official's salary costs by reducing or eliminating budgetary fluctuations caused by the retirement or cessation of employment of an employee or official and the payment of accrued :ication and sick leave that is due upon such events. NOW BE IT RESOLVED, 1. The Hall County Sick/Vacation Leave Liability Fund, hereinafter referred to as the "Fund," is hereby created. 2. The Fund shall be credited an initial contribution of$15.00 per county employee which amount shall be debited against the funds available for the respective office or department employing any such employee. Additional amounts may be credited to said fund as may be subsequently approved or required.
