<br />q<6 F ;c>bl\L1 <br /> <br />DISCUSSION ON APPRAISALS ON SOUTH LOCUST STREET PROJECT: The <br />original appraisals from Mr. Fischer were received and they will <br />be reviewed by the firm of Dwight Johnson by November 2, 1998. <br />Once they have been reviewed and approved the federal funding <br />would be approved. Deputy County Attorney Jerry Janulewicz <br />recommended that it was to early to release the information until <br />they had been reviewed. John Amick, 410 Amick Avenue, Doniphan, <br />Nebraska stated that he did not want to upset the procedure but <br />would like to know the figures. Landis made a motion to release <br />the information to the attorney and the land owners. No second <br />was received so the motion failed. Landis expressed concern on <br />the amount of funds necessary and if this would cause budget <br />constraints. <br /> <br /> <br />DISCUSSION AND ACTION ON WEED DEPARTMENT PERSONNEL AND DISCUSSION <br />AND ACTION REFERRING TO WEED DEPARTMENT OFFICE AS A STATE <br />ASSOCIATION OFFICE: Discussion was held regarding holding this at <br />a later time so the Weed Board could be included in this <br />discussion. Landis stated her concern on the four-three vote on <br />the appointment of the superintendent. Stelk stated that a full <br />time person was hired at the weed department and according to a <br />resolution that the board passed on August 13, 1996, hiring a <br />full-time employee requires approval from the county board. <br />Stelk questioned why Gary Quandt and Robert Schultz were excluded <br />from the executive session at the emergency meeting. Stelk <br />stated that the weed board was going against the resolution that <br />the county board passed. Stelk made a motion and Quandt seconded <br />to retain the secretary as a full-time position and to hire a <br />full time sprayer for the weed department. Landis expressed <br />concern on the amount of spraying that had been done. Stelk <br />stated that Adams County is advertising for a weed superintendent <br />and maybe Hall County could pursue an inter local agreement and <br />they would need the staff to do this. Hartman stated that he did <br />not see the need for a full-time secretary in the winter months. <br />Long stated that Mr Schultz was hired and he should be given the <br />opportunity to do his job and run the office. Doug Smith the <br />Dixon County Weed Superintendent and th president of the Weed <br />Association stated the Hall County office has been the home <br />office of the association for 52 years. Hall County has an <br />excellent weed control program. The weed control budget in past <br />years and an assistant, a secretary and part-time spraying help, <br />but Mr. Galindo did not need an assistant so he did not keep the <br />position. The motion was tabled until October 27. The weed <br />board and the weed superintendent will need to decide if they <br />want to remain as the state association office. Landis resigned <br />as the board member representative on the weed board. Hartman <br />stated that he would take the position. <br /> <br /> <br />Recessed for lunch at 12:30 p.m. The quarterly jail tour will be <br />held with lunch at the jail. <br />
