Motion carried. <br /> <br />Long made a motion and Landis seconded to go into executive <br />session to discuss litigation strategy regarding Wagoner vs. the <br />Board of Equalization on case #120-127, 246, 247, 248, 264, 265 & <br />266 , Fourth Street Law Center vs. the Board of Equalization <br />#120-255, B&B Properties vs. the Board of Equalization and Luhn <br />vs. the Board of Equalization. Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />10:25 a.m. executive session <br /> <br />10:45 a.m. Quandt made a motion and Long seconded to go out of <br />executive session. Abernethy, Hartman, Lancaster, Landis, Long, <br />Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />Stelk made a motion and Abernethy seconded to confess judgement <br />on B&B Properties rental property #1 in the amount of $30,000.00 <br />and to confess judgement on Gary Luhn in the amount of $77,114.00_ <br />This land was irrigated but the ASCS report showed it to be <br />dryland. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />BUDGET LETTER: Lancaster made a motion and Quandt seconded to <br />approve the budget letter and distribute it to the elected and <br />appointed officials. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Mot.ion <br />carried. <br /> <br />APPROVE YOUTH EMERGENCY SHELTER AGREEMENT WITH FATHER FLANAGAN'S <br />BOYS' HOME: A copy of the contract was distributed to the board <br />members and Janulewicz stated that it follows the same form <br />except for an increase of the daily rate to $96.05 per day. If <br />it is less than 12 hours there is a basic rate of $50.00. Stelk <br />made a motion and Lancaster seconded to approve the agreement <br />with Father Flanagan's Boys' Home. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />APPROVE RESOLUTION AND INTERLOCAl AGREEMENT FOR COUNTY <br />COOPERATIVE LAND USE PLANNING: Each County would be responsible <br />for 1/8 of the cost of the attorney and publication fees for the <br />meetings. This would be about $2,500.00 for each county. Mr. <br />Long has attended the meetings and, by approving the agreement <br />and the resolution this group would meet with government agencies <br />when they propose to take property off the tax roles. This would <br />give the counties the right to address the results and see how it <br />would affect taxes, wages and productivity. Janulewicz stated <br />that this started in the western states with land that was <br />owned by the Department of the Interior and the game and parks <br />commission. Local agencies were not involved in the planning for <br />
