1??FC'I'I1

Mary Kay Donohoo reminded the board that she would like to
use the County Board meeting room on May 12 at 12:00 p.m.

Quandt questioned Deputy County Attorney Jerry Janulewicz on
where Hall County stands on the ranges of valuations. The
ranges are based on sales. The Tax Equalization and Review
Commission looks at the classes and sub-classes and the
County Board can look at individual protests. Quandt stated
his concern that some people are forced to sell their homes
because of the high taxes. Janulewicz stated that the
valuations aren't the only cause of a tax increase but also
the amount of money needed. If the budgets stay the same,
this should help.

APPROVE AGREEMENT FOR PROPOSED ADDITION AND REMODEL OF MID-
PLAINS CENTER: Janulewicz stated that April 27 that the
committee was to meet concerning this but Lancaster could
not attend but Abernethy attended but no. decision was made
so he recommended to delay this item until May 12 so more
information would be available. Janulewicz also requested
to discuss the CWA negotiations on May 12.

UPDATE ON BURLINGTON RAILROAD CLOSINGS: This item will be
discussed at a later time.

ACCEPT AND PLACE ON FILE PETITION TO VACATE A ROAD: Stelk
made a motion and Landis seconded to accept and place on
file the petitions to vacate a portion of Shady Bend Road
and refer it to the Dan Hostler Public Works Director.
Abernethy, Hartman, Lancaster, Landis, Long, Quandt and
Stelk all voted yes and none voted no. Motion carried.

PAYMENT FOR COPY OF PHASE I PRISON APPLICATION: Hartman
stated that he would take care of this fee for photo copies.

PUBLIC PARTICIPATION: Louise Miller, 1104 West Charles,
requested to speak to the board concerning the South Locust
Street project. She stated that there was no authorization
to proceed with this project and Hall County had already
paid for right-of-way and purchased some property from the
pfeils. Stelk explained that Hall County does not
discriminate and the property that was purchased was at the
fair market value and pfeils accepted the offer. Mrs.
Miller was told to provide the board with a copy of the
letter she received and the letter she sent concerning this.

APPROVE RIGHT OF WAY CERTIFICATES FOR BRO 7040(19) WOOD
RIVER WEST: Landis made a motion and Abernethy seconded to
approve the right-of-way certificate for BRO 7040(19) and
authorize the Chairman to sign. Abernethy, Hartman,
Lancaster, Landis, Long, Quandt and Stelk all voted yes and
none voted no. Motion carried.
