Motion carried. <br /> <br />APPROVE THE FINAL PLAT FOR HUEBNER SUBDIVISION: Landis made a <br />motion and Stelk seconded to approve the final plat for Huebner <br />Subdivision. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br /> <br />RESULTS OF JUVENILE COSTS QUESTIONNAIRE: Abernethy provided the <br />board members with a copy of the results from the survey but <br />expressed concern that the questions may not have been understood <br />and there was a poor response. The results are in the board <br />assistant's office for review. <br /> <br />UPDATE FROM SHERIFF - LAW ENFORCEMENT AGREEMENT: Sheriff Terrill <br />Perkins and the criminal justice committee met and prepared a <br />draft of the law enforcement proposal. He stated that Buffalo <br />county and Gibbon entered into a law enforcement agreement and <br />the Wood River agreement was modeled after it. There are <br />differences in salaries between state, county and city law <br />enforcement agencies that have caused problems. Money could be <br />saved on the duplication of services, training and equipment if <br />there was one department. Sheriff Perkins cited an example of <br />this type of consolidation in Kansas. The letter from Mayor <br />Gnadt was read. Landis stated if we do proceed the committee <br />should address the concerns of the entire county. Hartman stated <br />he would appoint a committee that would have representatives from <br />the City, County and also attorneys. Quandt made a motion and <br />Landis seconded to set up a joint committee to work on the law <br />enforcement agreement. Hartman stressed the importance of <br />addressing the wishes of all of Hall County. Lancaster stated <br />that there are many important issues that need to be addressed. <br />Stelk stated that she felt the sheriff should be an appointed <br />position if the, departments are merged. Abernethy, Hartman, <br />Lancaster, Landls, Long and Quandt all voted yes and Stelk <br />abstained. Motion carried. <br /> <br />Public Works Director Dan Hostler returned with the following low <br />bidders on the gravel contract: <br /> <br />Project #1 Hooker Brothers $17,132.00 <br />Project #2 Lilley Sand & Gravel 21,529.50 <br />Project #3 Brunei Sand & Gravel 24,620.00 <br />Project #4 Lilley Sand & Gravel 20,900.00 <br />Total and all pit prices $84,181.50 <br />Hostler reported that there was a decrease of 10 cents per yard <br />from last year. Landis made a motion and Quandt seconded to <br />accept the low bid and authorize the Chairman to sign the <br />contract. Abernethy, Hartman, Lancaster, Landis, Long, Quandt <br />and Stelk all voted yes and none voted no. Motion carried. <br />
