APPROVE THE FINAL PLAT FOR HUEBNER SUBDIVISION: Landis made a motion and Stelk seconded to approve the final plat for Huebner Subdivision. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. RESULTS OF JUVENILE COSTS QUESTIONNAIRE: Abernethy provided the board members with a copy of the results from the survey but expressed concern that the questions may not have been understood and there was a poor response. The results are in the board assistant's office for review. UPDATE FROM SHERIFF - LAW ENFORCEMENT AGREEMENT: Sheriff Terrill Perkins and the criminal justice committee met and prepared a draft of the law enforcement proposal. He stated that Buffalo county and Gibbon entered into a law enforcement agreement and the Wood River agreement was modeled after it. There are differences in salaries between state, county and city law enforcement agencies that have caused problems. Money could be saved on the duplication of services, training and equipment if there was one department. Sheriff Perkins cited an example of this type of consolidation in Kansas. The letter from Mayor Gnadt was read. Landis stated if we do proceed the committee should address the concerns of the entire county. Hartman stated he would appoint a committee that would have representatives from the City, County and also attorneys. Quandt made a motion and Landis seconded to set up a joint committee to work on the law enforcement agreement. Hartman stressed the importance of addressing the wishes of all of Hall County. Lancaster stated that there are many important issues that need to be addressed. Stelk stated that she felt the sheriff should be an appointed position if the, departments are merged. Abernethy, Hartman, Lancaster, Landls, Long and Quandt all voted yes and Stelk abstained. Motion carried. Public Works Director Dan Hostler returned with the following low bidders on the gravel contract: Project #1 Hooker Brothers $17,132.00 Project #2 Lilley Sand & Gravel 21,529.50 Project #3 Brunei Sand & Gravel 24,620.00 Project #4 Lilley Sand & Gravel 20,900.00 Total and all pit prices $84,181.50 Hostler reported that there was a decrease of 10 cents per yard from last year. Landis made a motion and Quandt seconded to accept the low bid and authorize the Chairman to sign the contract. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried.
