Abernethy, Hartman, Lancaster, <br />Landis, Long, Quandt and Stelk all voted yes and none voted no. <br />Motion carried. <br /> <br />Stelk made a motion and Long seconded to accept and place on file <br />the petitions opposing the prison from Darlene Niemoth. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />BUILDING & GROUNDS COMMITTEE REPORT: Quandt read the building and <br />grounds committee report stating it recommended to fix the <br />Courthouse plumbing problem and precision Plumbing may go ahead <br />and do so. The bid was $3,200.00. Quandt made a motion and Long <br />seconded to accept the recommendation for $3,200.00. Abernethy, <br />Hartman, Lancaster, Landis, Long, Quandt and Stelk all voted yes <br />and none voted no. Motion carried. <br /> <br />APPROVE AMENDMENT FOR HEALTH INSURANCE PLAN: Stelk made a motion <br />and Abernethy seconded to approve amendment #5 to the health <br />insurance plan to change provision to comply with the HIPPA laws. <br />Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk all <br />voted yes and none voted no. Motion carried. <br /> <br />PUBLIC WORKS COMMITTEE REPORT TO SET PUBLIC HEARING FOR 1&6 ROAD <br />PLAN: Stelk made a motion and Landis seconded to set the public <br />hearing for the proposed one and six year road program for March <br />24, 1998, 16 10:00 a.m. Abernethy, Hartman, Lancaster, Landis, <br />Long, Quandt and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />ACCEPT AND PLACE ON FILE TORT CLAIM FROM BRETT SCHANCK: Landis <br />made a motion and Lancaster seconded to accept the tort claim and <br />refer it to our insurance carrier. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />AUTHORIZE PUBLIC WORK DIRECTOR TO SIGN PERMIT: This is a <br />municipal waste water plant East of Cairo. The property is in <br />the County right-of-way and it is necessary to have the permit. The <br />water from this plant will be discharges twice a year instead of <br />on a daily basis. Stelk made a motion and Quandt seconded to <br />authorize Dan Hostler to sign the permit. Abernethy, Hartman, <br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none <br />voted no. Motion carried. <br /> <br />APPROVE AMUSEMENT LICENSE FOR MID NEBRASKA SPEEDWAY: This a <br />renewal of their amusement license. Stelk made a motion and <br />Lancaster seconded to approve the renewal of the amusement <br />license for Mid-Nebraska Speedway. Abernethy, Ha~tman, <br />
