<br />W~~ <br /> <br />STATE PRISON: Quandt stated he wanted to put the prison issue to <br />a vote of the people. Quandt made a motion and Stelk seconded to <br />ask the Deputy County Attorney to draft the ballot language to <br />put it on the ballot. The county does not have the authority to <br />place this on the ballot. Janulewicz stated that a special <br />election cannot be held 30 days before or 60 days after a primary <br />or general election. Hartman said the city could be asked to put <br />it on the ballot. Stelk withdrew her second. NOlother seconds so the <br />motion failed. Landis made a motion and Quandt seconded to send a <br />letter to the mayor and city council urging them to put the <br />placement of a state prison in Hall County to a vote of the <br />people and Hall County would play half of the cost. Stelk <br />questioned if there was time to do this. Discussion was held on <br />the time frame for an election. Chairman Hartman called a 5- <br />minute break. Election Commissioner Mary Kay Donohoo returned with <br />information and stated a special election could to be held April <br />10 and certified to her by March 12. Landis made a motion and <br />Quandt seconded to urge the city to have a special election by <br />April 10 and certified by March 12 and the county would pay one- <br />half of the cost. Hartman, Lancaster, Landis, Quandt and Stelk <br />all voted yes, Long abstained and Abernethy voted Motion <br />carried. <br /> <br />Deputy County Attorney Jerry Janulewicz provided the board <br />members of a copy of the public hearing procedure. Stelk made a <br />motion and Long seconded to recommend setting the public hearing <br />for March 31, April 1 or April 2. Abernethy, Lancaster, Long and <br />Stelk all voted yes and Hartman, Landis and Quandt voted no. <br />Motion carried. <br /> <br />DISCUSSION ON KENO APPLICATION: Stelk stated one entity asked <br />about the keno applications and if the procedure would be the <br />same as last year. Deputy County Attorney Jerry JANULEWICZ <br />provided the board with a letter and an estimate of keno funds <br />that may be available. This will be addressed in two weeks. <br /> <br />APPROVE SPECS TO HIRE CONSULTANT FOR THE FACILITIES PLANNING <br />COMMITTEE: Stelk made a motion and Abernethy seconded to have <br />Deputy County Attorney Jerry Janulewicz prepare specs for a <br />consultant for the facilities planning committee. Abernethy, <br />Lancaster, and Stelk all voted yes and Hartman, Landis, and <br />Quandt voted no. Motion carried. <br /> <br />COUNTY BOARD SECRETARY REPORT: Lisa included her progress report <br />and requested the board members to sign the letters. <br /> <br />COUNTY BOARD MEMBERS REPORTS: Quandt - None. <br />Long - None <br /> <br />Abernethy - Will report later. <br /> <br />~ <br />
