Motion car~ied. <br /> <br />No one appeared to oppose the issuance of the license. <br /> <br />Stelk made a motion and Quandt seconded to close the public <br />hearing. Abernethy, Hartman, Lancaster, Landis, Quandt and Stelk <br />all voted yes and none voted no, with Long absent. Motion <br />carried. <br /> <br />Stelk made a motion and Quandt seconded to approve the manager's <br />license for Troy C. Pistulka, Wood River Recreational Assn. <br />Abernethy, Hartman, Lancaster, Landis, Quandt and Stelk all voted <br />yes and none voted no, with Long absent. Motion carried. <br /> <br />ACCEPT AND PLACE ON FILE PETITION TO PAVE A PORTION OF ENGLEMAN <br />ROAD: Donald Stoltenberg, 3871 North Engleman Road, Grand Island, <br />spoke to the board concerning the increased use of Engleman Road <br />because Monitor and North Road are blocked by trains and this <br />route is used by parents picking up children from 1-R School. <br />Stelk made a motion and Landis seconded to accept the petition <br />and place on file. Abernethy, Hartman, Lancaster, Landis, Quandt <br />and Stelk all voted yes and none voted no, with Long absent. <br />Motion carried. <br /> <br />EMERGENCY PLAN: Quandt wanted to recognize the people from the <br />rural areas that assisted in the emergency at walnut Middle <br />School. Quandt made a motion and Stelk seconded to send a letter <br />of appreciation to these people. Abernethy, Hartman, Lancaster, <br />Landis, Quandt and Stelk all voted yes and none voted no, with <br />Long absent. Motion carried. <br /> <br />CERTIFICATE OF RECOGNITION - SCOTT FROST: Saturday, March 7, <br />there will be a recognition day for Scott Frost in Wood River. <br />Abernethy made a motion and Quandt seconded to send a certificate <br />of recognition to Scott Frost. Abernethy, Hartman, Lancaster, <br />Landis, Quandt and Stelk all voted yes and none voted no, with <br />Long absent. Motion carried. Irene Abernethy and Mary Kay <br />Donohoo are working on the certificate. <br /> <br />SPACE NEEDS FOR MID-PLAINS: Rod Bass, with Mid-Plains sent a <br />letter to the County Board addressing this issue. The goal of <br />Mid-Plains is to grow to best meet the needs of the community. <br />They have started new programs to accomplish this. The offices <br />are crowded and the current heating and air-conditioning units <br />have seen better days. The building is owned by Hall County and, <br />as Mr. Bass outlined in the letter, they are requesting that the <br />board approve an addition to the building. The cost of the <br />addition will be paid back to the County as rent. Hartman <br />appointed Lancaster and Landis to a committee to work on a <br />proposal for the addition to Mid-Plains and come back to the <br />board with the information. <br /> <br />APPROVE ~~ENDMENT TO HEALTH INSURANCE PLAN: This amendment <br />clarifies the insurance coverage for employees when both the <br />husband and wife are employed by Hall County. Landis made a <br />motion and Quandt seconded to approve the amendment to the health <br />insurance plan. Abernethy, Hartman, Lancaster, Landis, Quandt <br />and Stelk all voted yes and none voted no, with Long absent. <br />Motion carried. <br />
