<br />98;: cJCJ~1 <br /> <br />APPROVE FINAL PLAT FOR HEAVENLY HAVEN SUB-DIVISION: Stelk made a <br />motion and Lancaster seconded to approve the final plat for <br />Heavenly Haven Sub-division. Abernethy, Hartman, Lancaster, <br />Landis, Quandt and Stelk all voted yes and none voted no, with <br />Long absent. Motion carried. <br /> <br />DARLENE NIEMOTH PETITION OPPOSING PRISON: Darlene Niemoth, 5575 <br />Skypark Road, Grand Island, presented a copy of a petition to the <br />board, with about 300 signatures opposing the prison. Landis <br />stated she had recieved calls concerning another petition drive. <br />Janulewicz stated that is was satisfactory to accept the petition <br />at this time, but if Grand Island is on the short list on March <br />9, a public hearing will be held for public input. Stelk <br />questioned if the people signing the petition have to be <br />registered voters. Janulewicz stated this was not legally <br />binding on the county only opposing the issue. Quandt stated a <br />survey was done but they still proceeded with the application <br />process. Stelk made a motion and Quandt seconded to accept and <br />place on file the petition opposing the prison. Abernethy, <br />Hartman, Lancaster, Landis, Quandt and Stelk all voted yes and <br />none voted no. Motion carried. <br /> <br />UPDATE ON PURCHASE OF SHERIFF'S CARS AND SHERIFF'S REPORT: <br />Sheriff Terrill Perkins stated that the Highway Safety grant for <br />$12,039.00 was received and the units are being installed. He <br />also stated that Grand Island REACT donated $250.00 for the <br />purchase of a stop stick device. Sheriff Perkins showed the <br />board the first aid kits and stated that they are hoping to renew <br />the supply of teddy bears for children. He reported that 40 <br />people are interested in the reserve deputy program and they will <br />receive training. Perkins thanked the building and grounds <br />department for their help cleaning up the Wood River substatio~ <br />and he also thanked the road department for their safety <br />inspections and maintenance on the patrol vehicles. The new <br />patrol cars should be delivered in six to eight weeks, and one of <br />the trade in vehicles may be traded with the corrections <br />department so they would have a newer vehicle. <br /> <br />PROPOSAL ON HALL COUNTY AND CITY OF GRAND ISLAND LAW ENFORCEMENT <br />AGREEMENT: Sheriff Perkins had visited with the audit committee <br />concerning the proposal for a law enforcement agreement with the <br />City of Grand Island and Hall County and he is requesting what <br />direction to take on this matter. He stated that this type of <br />consolidation would go a long way in solving problems. The <br />traditional ways of policing have changed. The Wood River law <br />enforcement contract is a stepping stone and the differences <br />could be worked out. Abernethy questioned if there was a state <br />statute that addresses county-wide law enforcement and the <br />consolidation of city and county services. Stelk suggested a <br />work-study session with the city to address this or setting up a <br />committee to study this. Landis suggested the County Board study <br />the feasibility of the concept. Hartman suggested appointing a <br />committee to prepare the proposal. Quandt questioned what the <br />savings would be. Stelk made a motion and Quandt seconded to <br />have the criminal justice committee work on a law enforcement <br />proposal. Abernethy, Hartman, Lancaster, Landis, Quandt and <br />Stelk all voted yes and none voted no, with Long absent, Motion <br />carried. <br />
