<br />F 19990152 <br /> <br />Landis, Logan and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />CRANE MEADOWS NATURE CENTER GRANT LETTER: Lancaster stated that <br />Crane Meadows Nature Center has applied for a block grant of <br />tourism dollars to assist building a foot bridge, observation <br />tower and trails. They would like to have to have Hall County <br />send a letter as applicant for this grant. Lancaster made a <br />motion and Arnold seconded to authorize the Hall County Board <br />chairman to sign a letter as applicant for tourism grant. Landis <br />questioned what the total amount would be and Lancaster stated <br />there is no amount stated. Landis expressed concern on the <br />building costs and who would maintain the project. Lancaster <br />stated Crane Meadows would be responsible for this. Arnold, <br />Hartman, Jeffries, Lancaster, Logan and Stelk all voted yes and <br />Landis voted no. Motion carried. <br /> <br />EXECUTIVE SESSION - DISCUSSION NEGOTIATION STRATEGY FOR RIGHT OF <br />WAY AND CONSERVATION EASEMENT FOR SOUTH LOCUST STREET PROJECT: <br />Discussion was held on the order to follow regarding the <br />executive session. The negotiators requested to hold executive <br />session first and then hear from the group of land owners and the <br />attorney. Stelk stated that the land owners should be allowed to <br />set in on the executive session so the board could hear their <br />side. Hartman said he wanted it to be fair for both sides. <br />Freedom Management will go into executive session first and <br />Charlie Cuypers will be called to set in on this executive <br />session. Stelk made a motion and Lancaster seconded to go into <br />executive session with Freedom Management and allow equal time <br />for attorney John Amick and the land owners. Jeffries, <br />Lancaster, Landis and Stelk all voted yes, Hartman abstained and <br />Arnold and Logan voted no. Motion carried. <br /> <br />10:07 a.m. executive session <br /> <br />12:25 p.m. Landis made a motion and Lancaster seconded to go out <br />of executive session. Arnold, Jeffries, Lancaster, Landis, Logan <br />and Stelk all voted yes and none voted no with Hartman absent for <br />the voted. <br /> <br />Stelk made a motion and Lancaster seconded to go into executive <br />session with John Amick and the landowners and to include Charlie <br />Cuypers and Jerry Janulewicz. Arnold, Jeffries, Lancaster, <br />Landis, Logan and Stelk all voted yes and none voted no with <br />Hartman absent for the vote. Motion carried. <br /> <br />12:28 p.m. executive session. <br />
