<br />1= 19990151 ' <br /> <br />SURVEY WORK AT CAAP: Landis stated that the first two phases of <br />the survey work have been completed and the reuse committee would <br />like to proceed with phase 3 and 4. Because of some changes the <br />total cost will be higher. Discussion was held if it would be <br />cheaper to use an hourly rate or if the city would pay for part <br />of the cost. Janulewicz stated that when the parcels are sold <br />some of the survey costs will be recovered. Discussion was held <br />if a cap could be place on the costs. Landis made a motion and <br />Logan seconded to approve phase 3 and 4 for the survey work at <br />CAAP with a cap of $60,000.00. Arnold, Hartman, Jeffries, <br />Lancaster, Landis and Logan voted yes and Stelk voted no. Motion <br />carried. <br /> <br />10:30 A.M. PUBLIC HEARING RE: REZONING CASE C-10-99HC: Stelk made <br />a motion and Lancaster seconded to open the public hearing for <br />the rezoning case. Arnold, Hartman, Jeffries, Lancaster, Landis, <br />Logan and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Regional Planning Director Dave Barber stated that the Regional <br />Planning Commission held a public hearing April 7, 1999. This <br />request is to allow two 5 acre parcels to be subdivided from the <br />existing 20 acre tract and they recommended that the Hall County <br />Board of Supervisor deny the request. Regional Planning stated <br />this is spot zoning and is inconsistent with the Hall County <br />Comprehensive Plan. Hartman stated he discussed this matter and <br />feels the board should override the Regional Planning Commissions <br />decision. Landis expressed concern that this will cause problems <br />with the valuations of grassland again. <br /> <br />Colleen Voss spoke in support of this rezoning request stating <br />that in his area there are 8 houses on the north side and 6 to 8 <br />home on the other side. She stated that people want access to <br />Highway 281 and 1-80. She said people in the area are in favor <br />of this development. Hartman stated matter like this could be <br />considered on a case by case basis. <br /> <br />Hartman made a motion and Lancaster seconded to close the public <br />hearing. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />Hartman made a motion and Landis seconded to override the <br />Regional Planning Commission recommendation and approve the <br />rezoning request from AG-1 agricultural to TA-1 transitional <br />agricultural. Arnold, Hartman, Jeffries, Lancaster, Landis, <br />Logan and Stelk all voted yes and none voted no. Motion carried. <br /> <br />TAX CORRECTION NOTICES: The County Assessor's office presented <br />tax correction notices #2055 to #2092. Stelk made a motion and <br />Landis seconded to authorize the chair to initial tax correction <br />notices #2055 to #2092. Arnold, Hartman, Jeffries, Lancaster, <br />
