<br />~19990090 <br /> <br />JAN PELLAND COUNTY ASSESSOR UPDATE ON LEVELS OF ASSESSMENT: <br />County Assessor Jan Pelland updated the county board on the level <br />of assessment on of agland in Hall County for this year. Last <br />year the Tax Equalization and Review Board ordered Hall County to <br />increase irriated land 8% and grassland 35%. This year the <br />statistics show that Hall County would have to increase grassland <br />89% in order to be in the range. She showed the board members a <br />map with all the sales plotted on it and color coded them to <br />indicate if thery were above or below market value. The market <br />areas in the north half of the county are undervalued. Hartman <br />stated he felt that a lot of the sales were for residential and <br />not of agland uSe. Pelland stated that the board had talked <br />about greenbelting but it is a very difficult process. Even if <br />the board decided to use this method it would not affect the <br />currant year. Another factor that would need to be addressed is <br />the computer system may not be able to handle the greenbelt <br />process. Pelland ask the board to decide if they wanted to <br />consider this process and if so they will need to let her know So <br />she can start. It was suggested that a work study session be <br />held to discuss this. Pelland will provide some of the sales <br />information to the board members to review. <br /> <br />5-minute break <br /> <br />Returned to session. Stelk made a motiona nd Landis seconded to <br />hold a work-study session April 7, 1999, at 5:00 p.m. to discuss <br />the green-belt procedure. Arnold, Hartman, Jeffries, Lancaster, <br />Landis, Logan and Stelk all voted yes and none voted no. Motion <br />carried. <br /> <br />APPROVE PUBLIC TRANSPORTATION ASSISTANCE Fa 1999-2000 HANDI BUS <br />AND APPROVE RESOLUTION: Marianne Manning and Lois Stienke <br />provided information on the 1999-2000 Handi bus application. The <br />cost for the new fiscal year will be $2,790.00 more than last <br />year. The cost to ride the bus is $.50 inside the city limits <br />and $1.00 outside. It was discussed if the cost of the fares <br />should be raised. The handi-buses can provide transportation to <br />any age. Hartman made a motion and Stelk seconded to approve the <br />agreement for the 1999-2000 handi-bus. Arnold, Hartman, <br />Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and <br />none voted no. Motion carried. <br /> <br />Logan made a motion and Bartman spr.nnoRd to approve ReBolution <br />#98-0010 for the application for public transportationCBssistance <br />fund approve Senior Citizens Industries, Inc. as a subcontractor <br />and approve an agreement for discounty cab ticket program Arnold, <br />Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted <br />yes and none voted no. Motion carried. <br />
