Landis questioned why a conditional use committee <br />meeting was not called to discuss this matter. Mr. Boerson <br />stated he provided information in the board's packets and did not <br />call a meeting. Vice-Chairman Logan called for input from the <br />public. <br /> <br />Wayne Reynolds stated he owns land west of the tower and stated <br />he did not have a problem with the tower but wanted to be sure <br />that there was proper drainage when the access roads are <br />installed. <br /> <br />The board questioned the height of the tower and the spacing. <br />Mr. Hawtin stated the towers are 250 feet and they are spaced <br />every 16 to 20 miles. He stated he is applying for five <br />conditional use permits for towers today in Buffalo, Merrick and <br />Plate counties. Hartman made a motion to close the public <br />hearing no second was received the motion failed. Lancaster <br />questioned if there would need to be culverts installed in the <br />access roads. All of these questions should be addressed. <br />Deputy County Attorney Jerry Janulewicz stated that in the <br />agreement in paragraph three it addresses the drainage and the <br />building codes that must be met. Landis expressed concern that <br />it had not gone to the conditional use committee first. Arnold <br />made a motion and Lancaster seconded to close the public hearing. <br />Arnold, Hartman, Lancaster, Landis, Logan and Stelk all voted yes <br />and none voted no with Jeffries absent. Motion carried. <br /> <br />Hartman made a motion and Lancaster seconded to approve the <br />conditional use permit for Communications Systems Development for <br />ten years and approve Resoltuion #980006. Landis stated it is <br />important to stick to the policy and proceedure on the committee <br />meetings. Arnold, Hartman and Lancaster all voted yes and <br />Landis, Logan and Stelk all voted no with Jeffries absent. <br />Motion failed. This will be discussed in two weeks. <br /> <br />10:30 A.M. BID OPENING FOR C40-209 BRIDGE MATERIAL: Stelk made a <br />motion and Lancaster seconded to open the bids for the bridge <br />material. Arnold, Hartman, Lancaster, Landis, Logan and Stelk all <br />voted yes and none voted no, with Jeffries absent.
