Mr. Rosenlund stated that effective January 1, 2013 the wideband radios will not function. He <br /> noted that public works still needs to switch over their radios. <br /> Arnold noted that some of the older equipment can be upgraded so they still can be used. He <br /> has experienced some problems with the narrow band but Jon stated it could be interFerence. <br /> Mr. Quandt expressed concern on the analog television and digital television that some people <br /> have not been able to have any reception. Mr. Rosenlund stated he did not know but wauld try <br /> to get same information. <br /> 12.DISCUSSION R�GARDING JANUARY 2013 BOARD MEETING — Lancaster stated that <br /> Christmas Day and New Year's day are on Tuesday and January 15t would be a scheduled <br /> board meeting. She noted that same counties may only schedule one meeting in December. <br /> She asked the baard members if there was a problem to authorize the county clerk to process <br /> the payroll for the January 15t meeting at the December meeting. The next meeting regular <br /> meeting would b� January 15, 2013. <br /> Arnold made a motion and Quandt seconded to set the meeting in January for the 15`h and skip <br /> the January 1St meeting. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all <br /> voted yes and none voted no. Motion carried. <br /> 14. DISCUSSION AND POSSIBLE ACTION REGARDING DEPUTY FOR REGISTER OF <br /> DEEDS OFFICE - Schuppan stated that he brought this forward from the last meeting. The <br /> county needs to go through the process to authorize the Register of Deeds to appaint a deputy. <br /> He expressed concern regarding a phone call that he received from the Register of Deeds. <br /> Lancaster stated that the 20/20 committee discovered that there are a lot of statutes that people <br /> have forgotten. <br /> Mr. Schuppan stated that if we are not doing something right we need to make it right <br /> Mr. Quandt stated that when he listened to the message the board was accused of trying to get <br /> rid of his deputy, we are only trying to fix pratocol. The message is not very becoming of an <br /> elected official <br /> Mr, Ziola stated the he also receiv�d a phone call. He asked Mr. Zitterkopf if the county board <br /> needs to do something. There was a deputy appointed and we have been paying him. <br /> Deputy County Attorney Jack Zitterkopf stated that in his opinion we should take action to fix the <br /> oversight and approve the appointment of Todd Mitchell as the Deputy Register of Deeds. This <br /> bill was passed 199p and County Clerk Marla Conley checked the records and did not find any <br /> evidence from previous years that the appointment of the deputy register of deeds was <br /> approved by the county board. He stated that we n�ed to make a note to ourselves when <br /> someone new is appointed there needs to be approval by the county board and the appointment <br /> and the oath of offic� is ta be in file in the County Clerk's ofFice. The deputy signs documents in <br /> place of the official. <br /> Lancaster noted that there are anly 17 counties in the State of Nebraska that have a standalane <br /> r�gister of deeds office and there are 2 other counties that have the issue on the ballot to <br /> combine the offices. <br /> S <br />
