Mr. Zitterkopf stated that a diligent candidate should have read the statutes starting with Article <br /> 23-15. There are 30 statutes regarding the duties af the office and this is the secand one. <br /> Ziola questioned who makes the appointment and the appointments are made by the elected <br /> official. Mr. Zitterkopf stated that going forward the statute will be followed. <br /> Arnold noted that traditionally there was always a deputy. <br /> Arnold made a motion and McFarland seconded to authorize the Register of Deeds to appoint a <br /> Deputy Register of Deeds. <br /> Quandt expressed conc�rn that this is the second time there have been issues with this office. <br /> Mr. Schuppan stated that when the people af Hall County are concerned they can make the <br /> decision. <br /> The vote on the motion was taken. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan <br /> and Ziola all voted yes and none voted no. Motian carried. <br /> 17. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS—The board members <br /> received the board preapproval list. Information on step increases for two Register of Deeds <br /> employees was discussed. It was determined that one increase was after the 6 month <br /> probation period and the other one was a step increase. The steps are normally annual <br /> increases. Mr. Zitterkopf stated that the county attorney may award an increase after the <br /> probation period is over. Discussion was held and step increases are not addressed in the <br /> handbook. <br /> Arnold noted that it goes back to the issue that the elected official is not treated different it is <br /> because the official is acting different. This was an issue last year but as long as the budget <br /> does not go over it is not an issue. There is the ballot issue but Lancaster noted that the ballat <br /> issue is for more efficient government. <br /> Mr. McFarland stated that the increase should be paid it is not specifically in the handbook. Mr. <br /> Schuppan noted as per the conversation yesterday that may the intent to run the budget in th� , <br /> red. <br /> Mr. Quandt agreed that it should be paid but the board should take a stand. Discussion was <br /> held and if the budget daes nat go over it wan't be a problem. <br /> Lancaster nated that the board has a good relationship with most of the county officials. <br /> Ziola made a motion and Arnold seconded to approve the bi weekly pay claims and all of the <br /> regular claims except Office Net. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no. Motion carried. <br /> Ziola made a motion and Schuppan seconded to approve the claim for Office Net. Arnold, <br /> Lancaster, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. McFarland <br /> abstained because he has a business relationship with Office Net. Motion carried. <br /> COMMITTEE OR BOARD MEMBER REPORTS -- Lancaster noted that the probation affice will <br /> be getting new deputies and there was discussion about the office space in the building. Mr <br /> Schutz manages the spac� needs well but h� would like to talk to the board concerning this. <br /> 6 <br />
