Arnold stated that the discussion regarding the vacancy of the juvenile diversion director needs <br /> to be an executive session. <br /> Arnold made a motion and Ziola seconded to go into executive session for 15 b, 15 c and 16. <br /> This executive session is to prevent needless harm or injury to an individual. . Arnold, <br /> Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> 11:40 a.m. to 11:46 a.m. 15 B executive session regarding vacancy of juvenile director <br /> 11:46 a.m. to 12:25 a.m. 15c executive session regarding personnel <br /> 12:25 a.m. to 12:27 a.m. 16 executive session performance evaluation <br /> 12:27 a.m. Arnold made a motion and Ziola seconded to go out of executive session. Arnold, <br /> Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> Arnold made a motion and Ziola seconded to refer the performance evaluation to the employee <br /> and the personnel committee. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no. Motion carried. <br /> 15b After the resignation of the juvenile service director there was discussion with the county <br /> attorney on how to go forward. Currently Brian Priess and Robyn Hassel are still in the office <br /> but Brian is a state probation officer and works part time in the diversion office. Both of the <br /> employees are trained and would be able to handle the case load and get done what needs to <br /> be done until someone is hired. But for the long term discussion has been held if it should be a <br /> standalone department or placed somewhere else. There is not a recommendation from the <br /> committee at this time. If it is moved it would need to be done before someone is hired. <br /> Ziola stated that the juvenile committee met with the county attorney and he stated he does not <br /> have the expertise on the grants and the work that has to be done. He recommended moving <br /> forward and advertising the position and seeing what interest there may be, but it is important to <br /> have a good job description. The current job description needs to be updated and Mr. Ziola has <br /> been working on it and would like input from the board. Lancaster suggested that Lancaster or <br /> Douglas Counties may have a job description. <br /> Mr. Zitterkopf stated that he is not sure what Mr. Young's feeling are and he needs some <br /> conversation regarding this issue with Mark. The department definitely needs some direction <br /> and control whether it is under another department or hiring another administrator. The job <br /> description needs to be clear what the responsibilities are and they need to report to the board. <br /> Lancaster stated that they also need to address the budget issues. She stated that we need to <br /> protect this program and make it better and stronger. It may need to be under a larger <br /> department. <br /> Schuppan suggested that the board needs reports so they know the progress the committee is <br /> making. The juvenile committee and the criminal justice committee can work back and forth. <br /> Discussion was held on the fact that a special audit needs to be done. Quandt suggested using <br /> the state auditor's office. There is currently a special audit being done on the County Treasurer. <br /> 10 <br />
