law enforcement working better with the jail. <br /> Quandt made a motion and Ziola seconded to set a Hall County Jail task force with the following <br /> people: <br /> County Attorney Mark Young <br /> Nebraska State Patrol Lieutenant Dennis Leonard <br /> Hall County Sheriff Jerry Watson <br /> Police Chief Steve Lamken <br /> Corrections Director Fred Ruiz <br /> Hall County Supervisor Dave Ziola <br /> Arnold stated that there has been conversation but the timing may not be good because there is <br /> a case in the system. He expressed concern that the chain of command has been broken and a <br /> lot can be accomplished with what is currently in place if it is used. He cannot support this at <br /> this time. <br /> Quandt stated that he disagrees but Arnold stated there is the corrections steering committee <br /> and the entire board sits as a board of corrections they can still accomplish the same goal. <br /> Lancaster stated that there is a correction steering committee and the board of corrections that <br /> meets monthly. They cannot discuss the issue at this time. The county is responsible for the jail <br /> and law enforcement brings the inmates. There are policies and procedures in place that need <br /> to be followed. <br /> Arnold noted that the committee or the board of corrections were not informed of any problems <br /> nothing has been brought forward to them. They need to follow the chain of command. <br /> Attorney Jerry Janulewicz requested to address the board. He was contacted by Fred Ruiz to <br /> address this as the attorney for the county board of corrections. The board of corrections has <br /> the responsibility for the facility and the people. Once an inmate crosses the threshold of the jail <br /> it is the county board of corrections and the corrections department responsibility. There are <br /> procedures in place that comply with jail standards and if they were investigating the jail and <br /> stated that there is a problem with a policy practice or a rule that is unreasonable then there is <br /> an issue but that has not come forward. Law enforcement expresses opinions on how the <br /> county attorney or jail should be ran so if the sheriff or the chief of police have an issue they can <br /> come to the monthly meetings and bring it forward at that time. The county board of corrections <br /> has the responsibility to operate the jail in accordance with state statutes, jail standards and the <br /> Constitution of the State of Nebraska and if there are issues they need to come forward. <br /> There was a motion on the floor to establish the jail task force. The vote on the motion was <br /> taken. Quandt voted yes and Arnold, Lancaster, McFarland, Purdy, Schuppan and Ziola all <br /> voted no. Motion failed. <br /> 15. A. RECEIVE RESIGNATION OF JUVENILE DIVERSION DIRECTOR - Lancaster stated <br /> that on February 14, 2012 she received the resignation of Juvenile Services Director Troy <br /> Chandler.
