13. DISCUSSION AND POSSIBLE ACTION REGARDING ICE JAM INTERLOCAL <br /> AGREEMENT - Ron Bishop manager of Central Platte Natural Resources district stated that <br /> they are proposing an inter local agreement with Central Platte NRD, TriBasin NRD , and the <br /> counties of Buffalo, Hall, Merrick, Polk, Hamilton, Phelps, Kearney and Platte. It addresses an <br /> interjurisdictional plan dealing with ice jams in the Middle Platte River. They are asking counties <br /> to participate with initial contributions of the following: Central Platte with $20,000.00, Tri Basin <br /> NRD at $5,000.00 and the counties would participate at a percentage rate of 6,9% to 3.2 %. Hall <br /> County's rate would be 6.9% or $3,450.00. It would also let the local emergency management <br /> groups aware of possible problems. It may save dollars in the event of flooding. <br /> Schuppan expressed concern that this is an open ended contract. He also asked when the last <br /> ice jam occurred and that may have been 8 or 9 years ago but this contract would cost the <br /> county every year. <br /> Arnold stated that if it would eliminate some road damage it would help. Mr. Sherlock stated that <br /> there was an instance where the ice jam eroded a bridge and there was an issue with <br /> Shoemaker Island Road but there are culverts on that road now. Mr. Sherlock stated that this <br /> does not happen very often. <br /> Ziola questioned if the habitat areas along the river would allow ice jam removal? <br /> Jon Rosenlund Emergency Management Director said there was some concern if emergency <br /> vehicles could get to the island in the event it would have to be evacuated. It is like insurance <br /> but it would provide a tool to address a problem. <br /> Quandt expressed concern that the county would have to budget this every year and the county <br /> is facing budget cuts. <br /> Purdy stated he has too many questions and it is a lot of dollars the county would have to <br /> budget for. <br /> Lancaster questioned if there were other resource districts that use the program but money is <br /> an issue and she is concerned on the roads and what would be more important. <br /> McFarland stated he is concerned about county property but people who build or purchase <br /> property on the river also have to take some responsibility. <br /> Arnold questioned if any other counties have joined and Mr. Bishop stated that Buffalo, Palk, <br /> Merrick and Hamilton counties have joined. Hall County needs to be a good neighbor. <br /> Schuppan stated that he has had 6 people that live on the river tell him that they understand the <br /> risk but do not support this agreement. <br /> Arnold made a motion to approve the inter local agreement. Chairman Lancaster called for a <br /> second. Chairman Lancaster called for a second no second motion failed for the lack of a <br /> second. <br /> 14. HALL COUNTY JAIL TASK FORCE — Quandt stated that in the past couple weeks there <br /> was an incident with the corrections and law enforcement and he would like to.see a task force <br /> set up to address some of these issues. We have a facility for public safety and we need to get <br /> 8 <br />
