Returned to the board of corrections meeting <br /> 10:55 a.m. Returned to board of supervisors meeting <br /> 10:55 held a 5 minute break <br /> 11:00 returned to the regular meeting. <br /> 13 RON BISHOP DIRECTOR CENTRAL PLATTE NATURAL RESOURCES DISTRICT <br /> DISCUSSION REGARDING INTER LOCAL COOPERATVIE AGREEMENT FOR HALL <br /> COUNTY ROAD DAM — Ron Bishop General Manager, Jerry Wiese treasurer for the board and <br /> Barry Obermiller Chairman of the board were present. A third board member had to leave <br /> because of another commitment. <br /> Mr. Bishop stated that they are asking the county board to reconsider their position regarding <br /> this project. This project will have a major impact on the flooding in the northwest part of town. <br /> They have to address all three creeks because they spill over into the other creeks. A <br /> consulting firm identified areas that need to be addressed and they have built about 3 /< of the <br /> detention cells. Because of the issues at CAAP they cannot complete the project that they <br /> started there because of the cleanup project. It was important to keep the project moving so <br /> they proceeded with other dams and this is a road dam north and west of Cairo. It is the only <br /> road dam in the entire project and this is the best site. They are proposing to build the road up <br /> and use the top of the dam as a road and replace the old bridge. The county has ask them to <br /> pay for the land for the same compensation as the private owners. Mr. Bishop stated that this <br /> may not even be legal because the private parties lose their land and the county still retains the <br /> right of way and they are also an equal partner in the project. Mr. Bishop is asking the county to <br /> reconsider the request for funding they are not taking the property they are improving it. They <br /> could make an agreement to help with the maintenance. This may set precedence and would <br /> not be equitable with the other land owners. <br /> Schuppan stated that he understands that there is a maintenance fund for the Wood River <br /> Warm Slough. He asked if there could be a fund for maintenance for this project He also <br /> questioned if there should be guard rails and Mr. Bishop stated that the road will be built <br /> according to the specifications in the engineering study and should meet the standards. <br /> Mr. Sherlock stated that the side slops would not require guard rails. Guard rails are high <br /> maintenance and it would make the road narrower. The slopes are according to state <br /> standards. <br /> Purdy questioned if this would be an issue with the county insurance. He will check on this <br /> issue. Mr. Bishop stated that there are other road dams and some are higher. <br /> Lancaster noted that there is an issue with the maintenance but if Mr. Sherlock is satisfied with <br /> the road and it will improve a below standard road and bridge. The maintenance issue just <br /> needs to be addressed. Mr. Bishop stated that the NRD has held up their end of the <br /> maintenance on other projects and intend to do it again. <br /> Arnold stated he is not interested in holding up the project and wants to upgrade the road but it <br /> is important that the maintenance issues are addressed. <br /> Mr. Sherlock that if they start construction the county would have to amend the 1 & 6 <br /> 6 <br /> • <br />
