received a request from the Village of Doniphan regarding the issuance of zoning permits. This <br /> is the same agreement as the Village of Cairo. There is no money passing between Hall <br /> County and the Village of Doniphan and the fee for the zoning permit will be $150.00. <br /> Schuppan made a motion and Quandt seconded to approve the interlocal agreement with the <br /> Village of Doniphan. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all <br /> voted yes and none voted no. Motion carried. <br /> 8. SCOTT DUGAN — UPDATE REGARDING MID PLAINS CENTER FOR BEHAVIORAL <br /> SERVICES - Quandt stated that he invited Mr. Dugan to come to the board with an update. <br /> Mr. Dugan stated that it has been a challenging year. They were forced to close the children's <br /> center that served children with serious emotional and behavioral disorders because of a <br /> reduction in funding and as a result lost 8 jobs. They have also experienced challenges related <br /> to the child welfare system and the reduction of Medicaid rates. They are currently working on <br /> a project led by NAITx an organization working to improve efficiency and effectiveness in the <br /> delivery of mental health and addiction services. They have made changes in their outpatient <br /> clinic. Before there was a waiting list but now there is no waiting list and people can be seen for <br /> their first appointment the same day they contact them. In September 2007 they opened the <br /> Crisis Stabilization Unit. He provided the board members with a report and noted that 65% of <br /> the individuals served were Hall County residents. <br /> Arnold stated that the Crisis Stabilization Unit is a good program for law enforcement. He <br /> thanked Mr. Dugan for the information. <br /> Quandt stated that these programs save money in the court system and on EPC cases. <br /> Mr. Dugan stated that he spends time at the State Capitol talking to Senators regarding their <br /> issues and he also has addressed the inheritance tax issues. The board thanked him for the <br /> information. <br /> 5. PUBLIC WORKS — 10:00 A.M. PUBLIC HEARING FOR 1 & 6 ROAD PROGRAM — Quandt <br /> made a motion and Schuppan seconded to open the public hearing for the 1 & 6 Road Program. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none <br /> voted no. Motion carried. <br /> • <br /> Casey Sherlock was present. He stated he would like to see the board look at some electronic <br /> equipment for the board room. He suggested looking at some surplus property from the state or <br /> federal surplus for an overhead projector. Some of the equipment is new and unused. <br /> This was presented to the Regional Planning Commission and he is present today to ask for the <br /> County Board's approval. For the past several years he has tried to rotate between road <br /> projects and bridge projects Hall County is in the negative for any federal aid projects and the <br /> first payment may not be until March 2014. The federal govemment is trying to eliminate the off <br /> system bridge program and if it is eliminated the bridges will be local projects. He currently has <br /> 13 projects in the one year plan. He reviewed the following projects: <br /> C40 (369) 150 Road between Schultz and Wood River Roads to replace a truss bridge with a <br /> concrete slab bridge <br /> C40 (375) Blaine Street from Schultz Road to 0.3 mile north this is to acquire right -of -way on a <br /> 4 <br />
