201107590 <br />3. Conduct of Persons. The parties do hereby establish the following rules and regulations for the <br />use of roadways, walkways, the parking areas, and other common facilities provided for the use of <br />Permittees: <br />3.1. No person shall use any roadway or walkway, except as a means of egress from or <br />ingress to any area within the Lots or adjacent public streets or such other uses as reasonably <br />approved by the Developer and any affected Lot Owner. Such use shall be in an orderly <br />manner, in accordance with the directional or other signs or guides. Roadways within the <br />Development shall not be used at a speed in excess of fifteen (15) miles per hour and shall not <br />be used for parking or stopping, except for the immediate loading or unloading of passengers. <br />No walkway shall be used for other than pedestrian travel or such other uses as approved by the <br />Developer. The foregoing regulation is not intended to prohibit Permittees from use of <br />Developer approved cart corral locations within the Development. <br />3.2. No person shall use the parking areas except for the parking of motor vehicles during <br />the period of time such person or the occupants of such vehicles are customers or business <br />invitees of the retail establishments within the Lots. All motor vehicles shall be parked in an <br />orderly manner within the painted lines defining the individual parking places. During peak <br />periods of business activity, limitations may be imposed by Developer as to the length of time for <br />parking use. Such limitations may be made in specified areas. <br />3.3. No person shall use any utility area, truck court or other area reserved for use in <br />connection with the conduct of business, except for the specific purpose for which permission to <br />use such area is given. <br />3.4. Subject to all Legal Requirements, no person shall, in or on any part of the Common <br />Area: <br />3.4.1. Vend, peddle or solicit orders for sale or distribution of any merchandise, <br />device, service, periodical, book, pamphlet or other matter whatsoever, except as <br />approved in writing by the Developer. <br />3.4.2. Exhibit any sign, placard, banner, notice or other written material. <br />3.4.3. Distribute any circular, booklet, handbill, placard or other material. <br />3.4.4. Solicit membership in any organization, group or association or contribution for <br />any purpose. <br />3.4.5. Parade, rally, patrol, picket, demonstrate or engage in any conduct that might <br />tend to inter#ere with or impede the use of any of the Common Area by any Permittee, <br />create a disturbance, attract attention or harass, annoy, disparage or be detrimental to <br />the interest of any of the retail establishments within the Lots. <br />3.4.6. Use any Common Area for any purpose when none of the retail establishments <br />within the Development is open for business or employment. <br />3.4.7. Throw, discard or deposit any paper, glass or extraneous matter of any kind, <br />except in designated receptacles, or create litter or hazards of any kind. <br />3.4.8. Use any sound-making device of any kind or create or produce in any manner <br />noise or sound that is annoying, unpleasant, or distasteful to the other Lot Owners or <br />Permittees of the Lots. <br />18 <br />Meadowlark Declaration <br />Lots 1 & 2-9�' Subdivision <br />
