within which district the following, alley shall be improved by paving <br />with necessary apgurterances: <br />The north-south alley between Alexandria Street and <br />Thebe Street from Highway No. 2 to Medina Street. <br />Section 5. Said streets shall be improved and said improvements <br />shall be made in accordance with the plans, specifications and estimates <br />prepared by special engineers employed by the Village and to be approved <br />by the Chairman and Board. Said improvements shall be m3d~ at public <br />cost but special assessments on the specially benefited property shall <br />be levied to reimburse the Village to the extent provided by law. The <br />groperty included with the boundaries and limits of said Districts, as <br />hereinbefore described and defined, is hereby declared to be especially <br />benefited by said work and improvements and special assessments against <br />the same shall be made as hereafter prescribed. <br />Section 6.
