If any section, subsection, sentence, clause,or phrase of this ordinance, ' or Che annexation of any tract of land, street, or highway by this ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity - of the remaining portions of this ordinance, since it is the express intent of the Cfayor and City Council to enace each section, subsection, clause, or phrase separately. SECTION 7. This ordinance shall be in force and take effect from and after its passage, approval, and publication within fifceen days 1n one issue of the Crand Island Daily Independent, without the plat, as provided by law, and an ilovcmGer 1, 1474.
