Grantee shall not discriminate upon the basis of race, color, religion, sex, or national origin in the construction, sale, lease. rental, use, or occupancy of any of the dwelling units in the project. 4. Ali advertising, including signs on the Premises advertising the sale or rental of the Premises shall include the legend "An Open Occupancy Building" in type or lettering of easily legible size and design. ~- Grantee shall not, prior to the completion of the improvements on the Premises, as certified by the Director of the Community DF~-elopment Agency, sell, assign, contract to sell, or in any manner convey the Premises or any interest therein without the prior written approval of the Director of the Community Development Agency. Any successor in interest of Grantee s'rali be bound by the provisions of this deed. b. Prior to the completion of the improvements on the Premises as certified b_y the Director of the Community Development Agency, neither the Grantee nar any successor i7 interest to the Premises shall engage in any financing or any other transaction creating any mortgage or other encumbrance or lien upon the Premises, whether by express agreement or operation of law, or suffer an_y encumbrance or lien to be made on or attached to the Premises, except for the purpose only of obtaining: A. Finds only to the extent necessary for maki-.g the improvements; or B. Such additional _r`,1nds, if anv, if: an ar.;ount not ro exceed the purchase price paid by Grantee. i`ntil issuance of the certificate cf completion, Grantee or i_*s successors in interest shall notify the Director of the Community Development Agency, ~-:'` advance, of anv financing secured by a mortgage or other similar lien instrument ~3hich Grantee proposes to enter into with respect to the - Premises, and of any encumbrance or lien that has been created or attached to the Pr wises by involuntary acts of the Grantee, or otherwise. 7. The holder of any mortgage authorized by the Director of the _ Copanunity Development Agency, incl=,,ding any holder who obtains title to the PTemiSES or any part thereof as a result of foreclosure proceedings or action in lien thereof {but not including ..
