74- ~~~~~~.7 <br />3. Grantee shall not discriminate upon the basis of race, color, <br />religion, sex, or national origin in the construction, sale, lease. rental, <br />use, or occupancy of any of the dwelling units in the project. <br />4. Ali advertising, including signs on the Premises advertising <br />the sale or rental of the Premises shall include the legend "An Open <br />Occupancy Building" in type or lettering of easily legible size and design. <br />~- Grantee shall not, prior to the completion of the improvements <br />on the Premises, as certified by the Director of the Community DF~-elopment <br />Agency, sell, assign, contract to sell, or in any manner convey the Premises <br />or any interest therein without the prior written approval of the Director <br />of the Community Development Agency. Any successor in interest of Grantee <br />s'rali be bound by the provisions of this deed. <br />b. Prior to the completion of the improvements on the Premises as <br />certified b_y the Director of the Community Development Agency, neither <br />the Grantee nar any successor i7 interest to the Premises shall engage <br />in any financing or any other transaction creating any mortgage or other <br />encumbrance or lien upon the Premises, whether by express agreement or <br />operation of law, or suffer an_y encumbrance or lien to be made on or <br />attached to the Premises, except for the purpose only of obtaining: <br />A. Finds only to the extent necessary for maki-.g the <br />improvements; or <br />B. Such additional _r`,1nds, if anv, if: an ar.;ount not ro <br />exceed the purchase price paid by Grantee. <br />i`ntil issuance of the certificate cf completion, Grantee or i_*s successors <br />in interest shall notify the Director of the Community Development Agency, <br />~-:'` advance, of anv financing secured by a mortgage or other similar lien <br />instrument ~3hich Grantee proposes to enter into with respect to the - <br />Premises, and of any encumbrance or lien that has been created or attached <br />to the Pr wises by involuntary acts of the Grantee, or otherwise. <br />7. The holder of any mortgage authorized by the Director of the _ <br />Copanunity Development Agency, incl=,,ding any holder who obtains title to <br />the PTemiSES or any part thereof as a result of foreclosure proceedings <br />or action in lien thereof {but not including .. <br />(a) any othex party who thereafter obtains title to the <br />Premises or such part from or through such holder; or <br />- L - <br />
