eighteen (18) months from the date of this deed unless completion <br />time is waived by the Director of the Community Development <br />Agency as a result of acts or conditions beyond the control of <br />the Grantees. The commercial project shall be deemed completed <br />as of the date that the Director of Community Development Agency <br />finally examines the Premises and finds it to meet the require - <br />ments of the plans and specifications proposed, submitted, and <br />approved for the commercial development pursuant to the Urban <br />Renewal Plan and the Community Development Plan for the <br />commercial project. <br />3. Grantees shall not discriminate upon the basis of race, <br />color, religion, sex, or national origin in the construction, <br />sale, lease, rental, use or occupancy of any of the commercial <br />units in the project. <br />A. All advertising, including signs on the Premises <br />advertising the sale or rental of the Premises shall .include the <br />legend, "An Open Occupancy Building" in type or lettering of <br />easily legible size and design. <br />S. Grantees shall not, prior to the completion of the <br />improvements on the premises, as certified by the Director of the <br />Community Development Agency, sell, assign, contract to sell, or <br />in any manner convey the premises or any interest therein without <br />the prior written approval of the Director of the Community <br />Development Agency. Any successor in interest of Grantees shall <br />be bound by the provisions of this deed. <br />6. Prior to the completion of the improvements on the <br />Premises as certified by the Director of the Community <br />Development Agency, neither the Grantees nor any successor in <br />interest to the Premises shall engage in any f.iriancing or any <br />other transaction creating any mortgage or other encumbrance or <br />Lien upon the Premises, whether by express agreement or operation <br />of law, or suffer any encumbrance or lion to be made can oil' <br />attached to the Premises, Except for the purpos(a on).y of <br />A.
