The Plaintiff is represented by <br /> <br />Larry R. Baumann and the State is represented by Jeffery T. Schroeder. Mr. Schroeder offered <br /> <br />the Stipulation of the Plaintiff and the State on behalf of the parties. Now, this Court is <br /> <br />reviewing this Amended Order based on the State's Motion to Amend Order for Partial <br /> <br />Summary Judgment. After consideration of the Motions, the Stipulation of the Parties, and the <br /> <br />comments of counsel, the Court iinds that the following facts are stipulated by the Plaintiffs and <br /> <br />the State, and further finds the following facts to be undisputed and true: <br /> <br />1.
