The Plaintiff is represented by Larry R. Baumann and the State is represented by Jeffery T. Schroeder. Mr. Schroeder offered the Stipulation of the Plaintiff and the State on behalf of the parties. Now, this Court is reviewing this Amended Order based on the State's Motion to Amend Order for Partial Summary Judgment. After consideration of the Motions, the Stipulation of the Parties, and the comments of counsel, the Court iinds that the following facts are stipulated by the Plaintiffs and the State, and further finds the following facts to be undisputed and true: 1.
