� 99 �� � �� � <br /> Commencing at the Northwest corner of Lot Three <br /> (3 ) , Thelen Subdivision First Addition, said point <br /> also being the point of beginning; thence <br /> continuing Easterly to the Northeast corner of Lot <br /> Eight (8 ) , Thelen Subdivision First Addition; <br /> thence Southerly along the East line of Lot Eight <br /> (8 ) and Lot Twenty-Three (23 ) , Thelen Subdivision <br /> First Addition extended to the North line of <br /> Overland Trails Oasis Addition; thence Westerly to <br /> a point midway between the West right-of-way line <br /> of Marshall Street and the East right-of-way line <br /> of Dodd Street; thence Northerly to the Southwest <br /> corner of Lot Three (3 ) and continue North along <br /> the West line of Lot Three (3 ) to the Northwest <br /> corner of Lot Three (3) , Thelen Subdivision First <br /> Addition; also being the point of beginning. <br /> C. The lots contained within said district are Lots Three <br /> ( 3) , Four (4) , Five (5 ) , Six ( 6 ) , Seven (7) , Eight (8) , <br /> and Lots Twenty-Three (23) and Twenty-Four (24) , Twenty- <br /> Five (25 ) , Twenty-Six (26) , Twenty-Seven (27 ) , Twenty- <br /> Eight (28 ) , Twenty-Nine (29) , Thirty (30) , Thirty-One <br /> (31 ) , and Thirty-Two (32 ) , Thelen Subdivision First <br /> Addition, to the City of Wood River, Nebraska. <br /> Section 3 . The City' s engineers shall make detailed plans and <br /> specifications for said improvements and an estimate of the cost <br /> thereof and shall submit the same to the City Council. Upon <br /> approval of the same by the City Council, bids for construction of <br /> said work shall be provided by advertisement. In advertising for <br /> bids, the amount of the engineer' s estimate of the cost thereof may <br /> be published therewith. Upon acceptance of any bid by the City <br /> Council, the Mayor and City Clerk are authorized to enter into a <br /> contract on behalf of the City for such work, and such contract <br /> shall be executed by the Mayor and attested by the City Clerk. The <br /> City Council shall have and hereby reserves the right to reject any <br /> and all bids received. Should the City Council accept a portion of <br /> the bid received, the property adjoining the streets in said <br /> district that are not accepted for construction shall be deleted <br /> from the district and no paving created on said streets. <br /> Section 4. The work and improvements shall be made at public <br /> costs, with special assessments on the properties specially <br /> benefitted thereby, proportionate to benefits, may be levied to <br /> reimburse the City to the extent provided by law. Certain <br /> community development block grant funds may also be used to pay a <br /> portion of the cost of said paving. Property included within the <br /> boundaries and limits of said district and adjoining and abutting <br /> the same, is hereby declared to be specially benefitted by said <br /> work and improvements, and special assessments against the same may <br /> be made as hereinafter prescribed. <br /> Section 5 . For the purpose of paying for the paving, grading, <br /> curbing and guttering, or such other necessary improvements <br /> incidental thereto, the Mayor and City Council of the City may <br /> -2- <br /> . <br />
