200400552 <br />South right -of -way line of Tenth Street; thence Westerly <br />along the South right -of -way line of Tenth Street to a <br />point midway between the West right -of -way line of Walnut <br />Street and the East right -of -way line of Lilley Street; <br />thence Northerly along a line midway between the West <br />right -of -way line of Walnut Street and the East right -of- <br />way line of Lilley Street to a point on the centerline of <br />Eleventh Street; thence Easterly along the centerline of <br />Eleventh Street to the point of beginning. <br />C. District 2000 -3 shall consist of concrete pavement and <br />necessary appurtenances to the alley between Eighth <br />Street and Ninth Street from West Street in an Easterly <br />direction to the existing pavement. <br />The boundaries of said district are defined as commencing <br />at the intersection of the centerline of West. Street and <br />the South right -of -way of Ninth Street, said point being <br />the point of beginning; thence Easterly along the South <br />right -of -way of Ninth Street to a point at the Northeast <br />corner of Lot Seven (7) , Block Twenty -Six (26) , Wood <br />River Subdivision; thence Southerly along the East line <br />of Lot Seven (7) and Lot Eighteen (18), Block Twenty -Six <br />(26) , Wood River Subdivision, to a point on the North <br />right -of -way line of North Street; thence Southwesterly <br />along the North right -of -way line of North Street to the <br />North right -of -way line of Eighth Street; thence Westerly <br />along the North right -of -way line of North Street to the <br />centerline of West Street; thence Northerly along the <br />centerline of West Street to the point of beginning. <br />Section 3. The City's engineer shall make detailed plans and <br />specifications for said improvements and estimates of the cost <br />thereof, and shall submit the same to the City Council. Upon <br />approval of the plans and specifications by the City Council, bids <br />for construction of said work shall be provided for advertisement. <br />In advertising for bids, the amount of the engineer's estimate of <br />the cost thereof may be published therewith. Upon acceptance of <br />any bid by the City Council, the Mayor and City Clerk are <br />authorized to enter into a contract on behalf of the City for such <br />work, and such contract shall be executed by the Mayor and attested <br />by the City Clerk. The City Council shall have and hereby reserves <br />the right to reject any and all bids received. <br />Section 4. The work and improvements in each of the above - <br />described districts shall be made at public cost, with special <br />assessments on the properties especially benefitted thereby <br />proportionate to said benefits, to be levied for reimbursement to <br />the City to the extent provided and authorized by law. <br />Section 5. For the purpose of paying for the paving, curbing, <br />guttering, and other necessary improvements incidental thereto, the <br />-3- <br />
