b. Operable Unit 1 is defined as the groundwater contamination on the'CHAAP site, <br />which resulted from the Army's production (Load Assemble and Pack) activities. <br />IV. RESPONSIBILITIES <br />IT IS UNDERSTOOD THAT: <br />a. The Army will: <br />1. Monitor the groundwater and surface water flow in and around Silver Creek. <br />Two maps illustrating monitoring locations are attached as Encl 1 and Encl 2. <br />2. Create and implement: Specific detailed plans with approximate time frames <br />for monitoring; the length of time to be monitored; and deliverable time frames <br />for each yearly report. Comment and response periods will also be provided <br />after the completion of each report. <br />3. Gather, review and make conclusions with the available monitoring data. This <br />data will also be used for baseline data to determine future discharge to the <br />creek. <br />4. Provide annual report and final monitoring data for each event to EPA Region <br />VII, NDEQ and CPNRD. Agencies may review and provide written comments <br />on the reports and their findings to the Army. <br />5. Make finalized reports as well as the comments and responses available at the <br />information repository and the administrative record (Grand Island Public <br />Library and CHAAP). <br />6. Maintain stream gauging equipment and monitoring well stations (M�VS). <br />b. The Environmental Protection Agency will: <br />1. Comment on the annual monitoring reports. <br />2.• Ensure significant impact to the groundwater and surface water is not a direct <br />result of the OU1 discharge to the on -post drainage canals. <br />3. Continue to fulfill its requirements and follow procedures as outlined in the <br />Federal Facility Agreement (FFA) for CHAAP). <br />c. NDEQ will: <br />1. Comment on the annual monitoring reports. <br />
