5.17 Drainage. <br />Page 30 of 69 <br />201503252 <br />Accordingly, vehicles owned or leased by an Owner or Resident must be parked in the garage <br />situated on the Lot to the extent space is available in the garage for parking such vehicles. If <br />space is not available in the garage, then vehicles owned or leased by an Owner or Resident may <br />be parked on the driveway initially constructed on the Lot or on a driveway expansion <br />constructed with the approval of the DRC, provided the vehicle does not exceed eight feet (8') in <br />height and does not exceed twenty -two feet (22') in length. <br />No vehicle of any kind may be stored on a Lot except in a garage, and no vehicle of any <br />kind may be stored on any Common Area. For purposes of illustration, but not of limitation, a <br />vehicle shall be deemed stored if it is covered by a car cover, tarp, or other material. Vehicles <br />owned by a guest of an Owner or Resident may be parked in the driveway on a Lot or on the <br />Street or in designated parking spaces on the Common Area. <br />Residents of a Lot shall be permitted to park (on the driveway, driveway expansion, and <br />any street adjacent to such Lot) only that number of vehicles equivalent to the number of <br />licensed drivers living at the Lot, limited to a maximum of four (4) vehicles, except while <br />engaged in transport. Such vehicles shall have current license plates and valid registration and <br />shall be operable and not leaking fluids. Loud exhausts and flat tires of such vehicles must be <br />repaired immediately. All parking spaces shall have a concrete surface. All open off - street <br />parking areas shall be a minimum of 20 feet (20') in length and 10 feet (10') in width. <br />The Board shall have the right and power to adopt rules and regulations governing and <br />further restricting the parking of Motor Vehicles on Lots or the streets and implementing the <br />provisions of this Section. In the event of any conflict or inconsistency between this Section and <br />the rules and regulations adopted by the Board, this Section shall control. <br />No Residence, structure, building, landscaping, fence, wall, or other Improvement shall <br />be constructed, installed, placed, or maintained in any manner that would obstruct, interfere with, <br />or change the direction or flow of water required by any drainage plans for the Property, or for <br />any Lot as may be indicated on drainage plans filed with the City of Grand Island. No <br />alterations or Improvements may be made that provide a flat, non - draining roof surface. All new <br />or altered roofs must drain to the ground solely within the Owner's Lot. No roof can drain <br />directly onto a neighboring Lot. In addition, no Owner or other Person shall change the grade or <br />elevation of a Lot in any manner that would obstruct, interfere with, or change the direction or <br />flow of water required by any applicable drainage plans for the Property. <br />5.18 Garages. <br />Garages shall be used for parking vehicles and storage only and shall not be used or <br />converted for living or recreational activities. The interior of all garages shall be maintained and <br />kept in a neat, clean, and sightly condition, free of debris or unsightly objects. Garage doors <br />shall be kept closed except when the opening of the door is necessary to permit ingress or egress. <br />
