Said improvement ahall be made in accordance with plans and specifications pxepared by the Engineer for the City who shall eatimate the coat thereof , and aubmit the same to the City �Council , and upon approval of the same , bids for the construction of such water main shall be taken and contracta entered into in the manner provided by law. SECTION 4 . The cost of auch Water Main Connection District shall be reported to the C3ty Council , and the Couacil sittin� as a bosrd of equaLization , shall determine beneEits to abutting property by reaeon of such improvement , pursuant to Section 16- 6 , 103 . R. R . S . 1943 . The special benefits shall not be levied as special assessments but shall be ceztified bq resolution of the City Council to the Hall County Register of Deeds . A connection fee in the amount of the special benefits accruing to each property in the district shall be to the City of Grand Island at such time as such property becomes connected to the water main in such district . No property thus benefited by water main improvements shall be connected to the water maizi until the connection fee is paid , not to exceed the laying of a six inch , (6") or 15 . 24 centimeter , water main for property zoned Residential , and not to exceed the laying of an eight inch , or 20 . 32 centimeters , water main for the property zoned otherwise . The connection fees collected shall be paid into a fund to be designated as the fund for Water Main Connection District No . 335T for the purpose of creating a sinking fund for the payment of bonds or for ttie purpose of replenishing the construction fund . Payment of the cost of construction of Water Main Connection District No . 335T may be made by warrants dracm upon the Sewer and Water Extension Fund £or Water Main Connection District No . 335T , oz the Water Surplus Fund . SECTION 5 . This ordinance shall be in force and take effect £rom and after 3ts passage , approval , and publication , without the plat , as provided by law . SECTION 6 . This ordinance , with the plat , ia hereby directed to be filed in the office o£ the Register of Deeds , Hall County , Nebraska .
