All streets in said subdivision and that portion of Independence <br /> Avenue which is adjacent to the east side of said subdivision will be graded, constructed, <br /> and hardsurfaced to meet minimum Hall County standards for roads in said county according <br /> to and in compliance with plansand specifications prepared by a registered engineer <br /> it and subject to the final approval, inspection, and supervision of the Hall County High- <br /> ! <br /> way Superintendent, all at the.Subdividers expense, before applying for an occupancy <br /> LL,v: permit for any residence in said subdivision. <br /> 2.
